The Chicago Tribune said this morning: "Washington, D. C. Feb. 29. How the steel trust profited more than a billion dollars in a decade through various monopolistic devices is se,t forth in a report made to the Stanley investigation committee today by Its expert accountant, Farquhar J. McRae. "That the big corporation makes its gigantic profits through restraint of trade and manipulation of prices Is the conclusion' drawn from the expert's study of the trust's books. "Competition is killed by the Influence exerted at the famous Gary dinners, by control of raw materials, and by a system of Interlocking directors "In various companies. "Not the least sensational of the disclosures is the showing that J. P. Morgan & Co. profited to the extent of $63,300,000 in the organization of the trust. Of this amount $62,500,000 was the profit for the promotion of the deal and $6,800,000 was gleaned from tho conversion of the bonds. Many Discrepaaciea Shown. "The officials of the trust objected to producing their books before the committee, but later agred to submit them to the inspection of the expert. It his report McRae points out many dis crepancies between what he found on the books and what the trust officials told the committee. "McRae found that in less than nine years the steel corporation's net earnings were $1,029,685,389, on an equivalent of $13 a ton of the finished product. In its report the corporation says its net earning for that period were $980,000,311. "Chairman Gary and H. C. "The statements of the export will he disputed by the trust's officials. It is expected, but the report undoubtedly will have tremendous influence on the verdict which the Investigating committee will offer to the house of representatives. "The 'golden rule' policy which pervaded the Gary dinners to independent as well as trust steel producers Is represented as one of the most subtle but effective schemes for evading the Sherman anti-trust law. " 'The Gary dinner arangement,' says the report, 'whereat the so-called independents are influenced to reduce their production conformably to their estimate of the reduction In the demand existing, and to maintain prices is objectionable as far as it operates to exclude free competition. MS IAD Following the report of the Chicago Pasteur Institute that the dog that bit Officer McElfresh and a switchman named Copeland was mad, the former was hurried to Chicago for treatment and the police were given orders to kill every unmuzzled dog in Gary. All dogs that have mouth straps and not muzzles are to be included In the death order. Since ten days ago when a mad dog bit twenty other Canines four or five dogs have ' developed hydrophobia and 200 have been killed by the police. So thorough was the work yesterday that a valuable unmuzzled dog owned by Mayor Knotts was among those killed. When the mayor heard of this he congratulated the police for doing their duty. No serious results are anticipated in Officer McEIfresh's case. Immediately after he was bitten Dr. Green cauterized the wounds In his hands. At the Pasteur institute the policeman was told that ho would recover and that all who were treated In time stood In no danger. Business Interests and property owners are mucn Interested In the opening of several streets in Whiting, petitions for which, are now pending in the city council. One of the foremost needs in Whiting, In the way of civic improvements are through streets ,th city at preset ' time having but one straight thorough fare. New Tork avenue, and of course Indiana boulevard. The city It Is pointed out has too many "blind ends," streets that are laid out tn the. right direction, but which lead no where in particular. ; The streets are proposed to be opened now are Fishrupp avenue and John and Fred streets and Davidson Place. With the exception of Davidson Placp. these streets extended would eetablisji new through highways which connect with other main thoroughfares.
At the present 'time, Fishrupp avenue and John and Fred streets, which are all east and west streets, begin . at Schrage avenue and end at Clark street, but the plan now is to open them as far as Indiana boulevard, thus connecting two main thoroughfares. Davidson Place begins at Indiana, boulevard and ends at the present time at John street, but the petition that is now before the council asks that it bo extended only as far as One Hundred and Nineteenth street, which would still leave the thoroughfare with more or less of a blind, and as it would not be extended as far an It naturally should be. To remedy this It Is now advocated that Oliver street a north and south street should be opened from One Hundred and Seventeenth street to Davidson Place, thus establishing a through thoroughfare. The Whiting properly owners are awaking to the fact that the time to make street extensions is the present time, when the cost will bea minimum, and therefore the matter of street opening Is considered one of the most vital before the council.
