The "Water and Light the Kaat Chicago, city council will be called together tomorrow, to meet with Mayor Schlleker and C- I Kirk, superlntendent of the Water Company, for the purpose of reaching some conclusion regarding the proposed. Improvement of the water service,- both as to additional pressure and purer water. The talk of Judge Becker, of Hammond, before the Commercial club of Indiana Harbor and East Chicago was In part responsible for this early getting together of the committee with th mayor and Mr. Kirk although the meeting has been in the air for some time. The committee comprised Thomas Buckley, Paul ' Myslewl and Carl Anderson. This proposition, having met with th

to the Water Bnd Light committee at the meeting torsorrow afternoon. ' It is expected that a- bill wllj be Introduced into the legislature this year providing for the appointment of a public utility commission to adjust all difficulties between the owners of these utilities and the p'ublic. The commission is to have absolute power, and its decisions are to be final.

Many violations of the kind described above have been reported and in all such cases where the evidence was sufficient to wararnt conviction, prosecutions have been started. Guilty parties, even when their action was due to Ignorance, have been fined and imprisoned; ignorance is no excuse for a violation of this kind. As examples, it may be stated tha
miners and other parties f have taken kegs of blasting powder and even packages of loose sticks of dynamite mixed with blasting- caps all wrapped in loose paper packages Into the smoking cars of passengr trains. In other
cases wash tubs and barrels supposed to contain only household goods have been found to contain loose powder and sticks of dynamite. This is a matter that affects publls safety, and this information should be used not only by. parties to prevent their own practice from being in violation of the law, but each person should do all in 'his power to spread this information in the interests of public safety and to prevent violations by all parties. Bruno Zytko. the Gary man arrested the night before 'last, who is charged
with" the murder of John Kootman a
Sykes, In North Dakota, yesterday, waived extradition and was taken back to the scene oB the crime which he is alleged to have committed. Zytko was in the custody of Sheriff Uunkle of Fessenden, Wells county, N. D., who has been on his trail for two weeks . The murder of which Zytko Is accused became known on Jan. 23. when Kootman's dead body was discovered. He had been killed on Oct. 26, robbery, it is believed, was the motive. John Kempa, accused of complicity In the crime was arrested sarlier In the week at Chicago, and information that he gave lead to the capture of Zytko at 1729 Massachusetts street.
