PROPOSITI! OP

BEFORE EAST CHICAGO

The "Water and Light the Kaat Chicago, city council will be called together tomorrow, to meet with Mayor Schlleker and C- I Kirk, superlntendent of the Water Company, for the purpose of reaching some conclusion regarding the proposed. Improvement of the water service,- both as to additional pressure and purer water. The talk of Judge Becker, of Hammond, before the Commercial club of Indiana Harbor and East Chicago was In part responsible for this early getting together of the committee with th mayor and Mr. Kirk although the meeting has been in the air for some time. The committee comprised Thomas Buckley, Paul ' Myslewl and Carl Anderson. Since the council took up the matter of better water and stronger pressure at a recent meeting C I Kirk paid a visit to Philadelphia where .ho had a conference with Mr. Geist.y' Ife put up to the head of the water, company the following proposition. -TVie city is to secure a competent engineer, posted on

hydraulic matters and the water com pany is to secure one. of equal expert

ence and knowledge. Together thestj

men are to ascertain Just what Is need

ed to Improve the pressure and th.

purity of the water.. They will then find out what the improvements are to

cost, make an inventory of th com

pany's property, to which this is to ba

added, deduct from the total a reason

able percentage for wear and tear an

using these figures as a basis, estab

lish a rats that will Insure the water

company a reasonable profit on Its In vestment.

This proposition, having met with th

approval of Mr. Getst, will be put up

to the Water Bnd Light committee at the meeting torsorrow afternoon. ' It is expected that a- bill wllj be Introduced into the legislature this year providing for the appointment of a public utility commission to adjust all difficulties between the owners of these utilities and the p'ublic. The commission is to have absolute power, and its decisions are to be final.

The federal law strictly forbftfs a

Many violations of the kind described above have been reported and in all such cases where the evidence was sufficient to wararnt conviction, prosecutions have been started. Guilty parties, even when their action was due to Ignorance, have been fined and imprisoned; ignorance is no excuse for a violation of this kind. As examples, it may be stated tha

miners and other parties f have taken kegs of blasting powder and even packages of loose sticks of dynamite mixed with blasting- caps all wrapped in loose paper packages Into the smoking cars of passengr trains. In other

cases wash tubs and barrels supposed to contain only household goods have been found to contain loose powder and sticks of dynamite. This is a matter that affects publls safety, and this information should be used not only by. parties to prevent their own practice from being in violation of the law, but each person should do all in 'his power to spread this information in the interests of public safety and to prevent violations by all parties. Crust that melts in your mouth For luncheons, wedding dinners and similar occasions nothing is nicer or easier to make than rosettes filled with creamed chicken, sweet-breads or oysters. To make them at home, purchase a rosette iron from any hardware department. They may be either plain or fluted. The batter is made of two eggs, one cup of sweet milk; one cop of flour and a pinch of salt, beaten to the consistency of thick v cream. : ....".

Have the Crisco very hot. Dip the iron into the hot Crisco and hold it until heated through. Then dip into, the batter put it beck into the Crisco and in half a minute, it will be delightfully i brown end crisp. It will be tender yet firm enough to hold the meat. - These rostittes may be kept on hand and filled with any mixture. , Filled with fruit, they are most appetizing. After you have made these rosettes once, you will see how easy and simple it is to have the delightful dishes that hotels serve.' Crisco'e unfailing richness makes it possible to have crust that melts in your mouth, and that has a decidedly superior flavor.

crop ice was also cut. which was 11 and" li, inches thick. This is something

that the people there were unable to do for a 'score of years, and it was

like playwork to handle th lighter

cakes of ice.

About forty" men were shipped out from Chicago and the balance of the

were local people. Most of the time the companies were short of help3 There were several accidents of a minor nature such as men getting hurt with ice hooks, and crushed by ice cakes. The first week of the season starting about the fifth of last month was the worst. Frozen faces and froz

en hands and feet were reported daily.

It became, almost a daily occurrence

for one workman to call the attention of his neighbor by saying to him:

'Hey, Bill, better rub some snow on

your nose, it s frozen.

All the small private ice houses havt

beep filled for the summer. One of the

big' houses at Armour, on the north end of the lake Is - practically filled, but

there, is work on that end for another three or four weeks, providing th weather is agreeable and the help

Representative Adair, who 13 a mem

teen branch agencies are absolutely

unnecessary and that their abolishment

would mean a saving of from $300,00)

to $400,000 a year, which should be

paid to the . pensioners in Increased

pensions. Most of the pension agents

he said, were officers in the civil war

and already are on the pension rolls at
