Registration an Aid

(John A. Iapp in Indianapolis News.) in order to voie at any general election One of the means whK-h was adopt- ! and to vote at the city elections in cer.

ed early in many states to purify the ' t allot was the registration of voters. Jiff primary purpose was to prevent that most flagrant abuse repeating:." I Long before the secret bal!ot eanw into . uee the subject of registration as prominent. . n Indiana. all through the seventies the agitation was strong-, culminating- in the passage of an amendment to tho constitution In 1879 and 1881, which was submitted

tain cities. To do this he must appear In person before the registration board on the day fixed by law and present a statement signed hy himself, giving personal facts which are necessary to prove that he 5s a qaullfled voter. In case he can not write, his application must be attested by his mark and by the name of some person of the township who knows him. It is made an offense for any person to sign such an application unless he is personally ac-

to the people in 18S1 and adopted, re-i

The provision reads that All persons appearing are registeran elector may not vote unless lie Is j ed by the board in the proper books, registered "according to law." But no ; and these constitute the list of quail-

valid law was passed, hence to be regis, tered at all. For thirty years the legislature failed to carry out the express rommand of the constitution, until this year, when a comprehensive, and to all appearances before trial, an excellent law was enacted. Hereafter every voter must register

fled voters on election ay. Xo per- j son may vote unless his riame appears. Three chances are given to register, iio days, 60 days and 29 days before election. A voter may register on any one of th,ese" dates, but If he registers on either of the earlier dfites and then changes his residence, he must

give a certificate from the auditor of the county to that effect. The intent of the original bill was to require all persons o register six months in advance and chen permit , only those who change their residence to register at the later sessions, but this was amended to per

mit registration on any of the dates and thus the purpose of the first registration day so long in advance was destroyed, though the date was left. . The board which registers the voters consists of a registration inspector ap. 1 pointed by the county commissioners and two registration clerks, one from each party, appointed by the inspector on the nomination of the party chairman. For city elections there are simi- : tar registration officials appointed by . the city's authorities. The law applies, however, only to cities of more than 15,. 000 population. Others below that figure are exempt. j

If the voters of Indiana think this system of registration a hardship they should observe the new laws of New York and New Jersey. These require personal registration with some extra frills intended to insure absolutely that , the man who comes to vote on a certain name Is the same individual who registered under that name. The trouble in those states, and it is by no means confined to them, was tnat fictitious names were placed on the lists and the names afterward distributed to repeaters to use In their rounds.

Indiana's law will quite effectively prevent that by the signed application. Put in New York city the situation called for extreme measures, so in 1908 a registration law was passed, applying to New York city, which required every voter to sign his name in the presence of the board. In addition, he had to give upward of 20 " 1 111 j

additions to the original list must be

made by personal application. The Indiana law requires personal appearance ' of every elector, not because of fears that the exception might invalidate the laws. i New Jersey adopted the New York law almost completely. It applies to .cities of 5,000 or more population. Registration in that state had previously not been effective in preventing gross frauds, and the new drastic system was badly needed. : Another form of registration, quite oistlnct in method, was adopted this ! year in West Virginia. In that state it is done In the same manner as the assessment of property. The registration board must visit the usual place of abode of every voter, and register ' him. If they think he is not entitled to register they put 12 questions to

him under oath. After going the rounds and listing all voters whom they can find, the registrars sit for the revision of the lists. Any person may appear to register. When the lists are complete the books are turned over to the county court, which sits as a court of review on the lists for the whole county. An appeal may be taken to the highest

courts fromany decision of the county i court on the right of any person to '

register. This method of registration seems complete, but in appearance- it looks cumbersome. Two registrars would be many days making the rounds of an ordinary precinct. Such a v'.sitHoes not, morepver, insure accuracy, since'a personal appearance is not necessary. The registrars must visit the voter's place of abode, but if he is ot at home he is registered just the same if his name appeared on the former lists. But, on the whole, public and party interests must always be relied on In the enforcement of registration laws. Jf the public is alert to prevent fraud, the lists made out by any system, either personal registration, proxy, or ' even the voters' poll, familiar In- Indiana, can be used -to trace; every., voter to his lair. The precinct committeeman can. with such a list,' -in -ft- -very ehort time, run
