PROCLAMATION.
A movement for a "Fire Prevention Day" in Indiana was recently inaugurated by the Indianapolis Trades Assocation and a proclamation has been
issued by the Honorable -'Thomas R.
Marshall. Governor of the State of In
diana, designating and , procaliming
October 9th, 1911, as Fire .Prevention
Day throughout the state of Indiana.
Therefore, as Mayor of the City of Hammond, Indiana, and to the end that we may. more fully conserve not only our property but our lives" and better safeguard them. I do hereby proclaim
October 9th, 4911. as "Fire Prevention
Day" in the City of Hammond, .and aa
upon all the citizens of Hammond on
that day to undertake the removal o
all rubbish and debris from tbei
premises and especially to the putting
of their heating appliances for winte
use in a safe and proper condition;"that
they examine their chimneys and flue
so that any defects therein may be
properly repaired, and that the burning of rubbish and combustible, refuse, the depositing f rags, grass and other articles which may cause spontaneous combustion be discontinued. I further recommend that on this day Instructions be given to the children in the public schools with reference to the danger and fire hazard of matches, gasoline and all volatile oils and that proper methods of fire prevention and rescue work be taught, and that at least a portion of this day be set aside by the public schools for the purpose of instructing the children in this respect. -A great deal of thought
and time has been devoted by the people of this state looking toward .the prevention of floods, disease, crime, immorality and other ills which tend toward the destruction pf life and property, and it is essential that some
time be devoted to the prevention of fire, and co-operation on .the part of
the citizens of the city wllL materially aid in the prevention of many fires that might otherwise result.

It follows, therefore, that, even if the legislature had as it has not the power to fill the office of judge by appointment. It could fill such office only until the time of the next general election, when the people could perform that high function themselves." judgment of the trial court, and to that

rectness of the conclusion then reached. Men cannot be elected to fill the offle of judge for a longer time than the term of the office itself, as fixed by the law In force at the date of the election.

George Stout, political correspondent
of the Indianapolis Star, recently wrote as follows on the Lake county judicial
situation:
"It is now being pointed put' thatthe
act setting the time for the election' of
all Superior Judges for 1914 did not
take effect until after Kopelke and
Becker had accepted the judgeships and
had qualified. It is urged that this fact makes their appointments good only until the end of the term for which they nominally accepted office, or .until 1912, vhen their successors are to be elected It is argued that they accepted office under the old conditions, and that the "afterthought" law which went Into effect after they- took their appointments could not affect them. "The law establishing Superior Courts, passed in 1871, provided that where three Superior judges are to be elected, one should be elected at one general election - and two should be" chosen at the next election,- In order that at last one Superior judge should be holding over at all times. "One thing is apparent: If the Republicans proceed to nominate candidates for the Superior judgeships' in Lake County, and put their names on the ticket, the - Demur-rats - may feel obliged to dosomethlng similar 'in order to protect -themselves," '
