The rst attempt was made in the autumn of 1907, when the commission began an ehaustlve Inquiry into epress rates, the first general Inquiry of such nature ever attempted by any commission In the county. The Inquiry extended over several months, and on March 30, 1908, the commission issued an order reducing the rates on all shipments from 15 to 20 percent. The express companies took an appeal to the United States district court, where Judge A. B. Anderson set aside the order, holding that the commission

The former Inquiry, on going deep
into the history of the express company organizations, found that very little money had actually been put Into the business, as compared with the amount
taken out. Most of the capital stock, the commission set out, was found to be water.

Indianapolis, Ind.. 15--The express
companies doing business in Indiana are due for another investlgatloni and the Indiana Railroad Commission has announced that on August 3 it will open
up an investigation into the question of whether the rates charged by the ex
press companies are fair and Just. The
Investigation will be held at the office
of the commission at the state house and will continue, says the commission, until every bit of possible evidence has
been heard. This action of the com
mission has been taken under the new powers conferred by the recent general
assembly whereby the commission Is enabled to institute an inquiry into traffic rates on its own initiative, in
stead of on the petition of n interest

The order in full of the commission is
as follows:
"Whereas, the Railroad Commission of Indiana is of the opinion that the
local merchandise rates of the express
companies doing business in this state
that is to say the rates of said express
companies on a single line from one
point in this state to another point In
this state, are excessive and unjust and
in violation of the laws of this state:
"Therefore, it is now ordered by the commission that an Investigation of
said rates shall be made by the com

The commission had oefore it witnesses
who testified that express - rates nad been the same -for twenty-five years. Mr. Bradley, general manager of the American Express company, testified that there had been no reduction in the 25 cent minimum for elghtewt- jWlSWi ; seems to be the fact that recently the companies have increased this minirum. The opinion tended to show that while the minimum In this country was 25 cents, the minimum in Great Br!ta:a was eight cents. The opinion also expressed grave doubts about the contracts between' the railroad companies

show that in the opinion of the Indiana commission, express business ought to be done by the railroad companies, and the profits of the business ought to go directly to the railroads.
