INDIANA
OUT FROM HARBOR BELT
That two powerful trunk lines, the
Chicago, Milwaukee & St. Paul and( the Chicago & Northwestern railway?have acquired 40 per cent of the stock
of the Indiana Harbor Belt railway ' and that a reorganization of the In-,
diana Harbor Belt and Chicago, In
diana & Southern railways is to go (
into effect August first is the sigmfi- j cant news that came to Hammond from Chicago this morning.
The important news concerning the four railroads develops the fact that it involves changes in the opera-!
tive departments of the Indiana Harbor Belt railway and the Chicago, Indiana & Southern, the management of the two roads being split up in order to permit Chas. W. Hotchkiss to dovote his time to the Chicago, Indiana & Southern.

Mr. Hotchkiss, by reason of his mul
tiplied and growing interests, has vol
untarily relinquished his double management, severing his connection wltti
the Indiana Harbor Belt, but retaining, however, his position as general man
ager of the Chicago, Indiana & South

C. E. Schalt, vice president of all the
New York; Central lines west of Buf
falo, will be In charge nominally of
the management of the Belt line lr. place of Mr. Hotchkiss, while Georgo I Hannauer, who has been general superintendent of the C, I Sc. S. railway and the Indiana Harbor Belt railway, will be the active head henceforth of the Belt railway and his successor on the Chicago, Indiana & Southern as
superintendent will be Henry Zlesel, with headquarters at Kankakee. OTHER CHANGES PLAX.EIV The new alignment will undoubtedly
mean a number of other minor changes
in the operation of the two local railroads through the invasion of the western trunk lines, whose object, it la bejleved, make It more of an independent road and key up Its activity and efficiency so ably Inaugurated by
Mr. Hotchkiss. j It Is understood that the transfer Sof the 40 per cent of the stock in the ! Indiana Harbor Belt, taken over by tha
i western railroads, incidentally leaving
the 60 per cent balance with the New York Central lines comes about through the efforts of Mr. Hotchkiss, who for over a year has been working on the transfer. It is declared that at
least a part of the money and In the
purchase of the interest of the Belt will be used in a new undertaking that will mean much to this region. The latter loses nothing by the transfer of the stock, but will gain thereby in case the proposed new undertaking is put through. The transfer of th ct..s" has already been put through, and the proposed changes will go Into effect on the first of the coming month. MEANS MICH TO REGION. The joint ownership of Indiana Harbor Belt stock by the Chicago & Northwestern and Chicago, Milwaukee & St. Paul railroads gives them both a splendid belt railway in the Calumet region under especially active management.
That Mr. Hotchkiss is not to give up
all his interests in the Calumet region Is especially pleasing to the dominant industrial and railroad leaders therein. His interests have become so large and varied that he did not have time to devote to the growing railroad business, and in turning over the management of the Belt to George Hannauer he has made more prominent than ever one of the- most aggressive railroad personalities the Calumet region has ever known. The rapid progress in improvement made by these two belt railroads nd their Increasing kinship with the country's dominant rolling stock Is nothing short of amazing. They are bringing big railroad men to this region to ac-
Semi.- Annual Statement Shows City to Have Balance of $61,117.03.
(Special to Tub Times.) East Chicago, Ind., July li. The city
of East Chicago, far from being the discredited municipality it was in former times, is rapidly assuming a standing in financial circles that la the envy of many other Lake county cities which have heretofore looked with contempt upon East Chicago. The semi-annual statement issued July 1 by City Treasurer A. G. Slocomb
shows that far from being in debt as has always heretofore been the case, the city has a comfortable balance of $61,117.03 which will pay all its expenses for two months. After that the city may be obliged to run along a little on credit, but estimates show that
beyond a doubt by the first of May
next year, East Chicago will stand a
city out of debt and able to maintain itself thus indefinitely. This has been accomplished since the present administration took the reins of government, and has been made possible. Mayor Schlieker explained, yy retrenchment where retrenchment was possible without working hardship to the city, and by a slight Increase in taxation and the doubling of the saloon license fees. When Mayor Schlieker and the present officials took hold the books showed outstanding warrants against the
city amounting to J30.198.83. These had been issued against various funds and
there was no money to meet them. The indebtedness was divided as follows: $54,063.69, general fund. $6,178.40, building fund. $43.69, water fund. $4,840.45, electric light. $15,062.60, park. All of this indebtedness has been wiped out. The balance of $61,117.03 which appears in the July report shows $26,000 credited to the general fund and the balance to the other various accounts.
