(Special to The Times.) Easct Chicago. Ind., May 88. The Methodist church has secured as choice a location as there Is in East Chicago for the new church. Instead of being erected on the site of the present buildings, as planned, the handsome new edifice will be built at the southwest corner of Baring and Chicago avenues, at "The Circle," which Is destined to be the center of handsome buildings In this city. The church will occupy a Kite embracing 128 feet frontage on Chicago avenue, running back to a depth of 150 feet on Baring and the transfer was made on Saturday by Vice President C. A. Westberg for a nominal sum. Work
on the edifice will be commenced as
soon as the building committee can get
in the bids and award the contrac.
The agreement with the East Chicago
company specifies that the foundations
must be in by Oct. 20 and the- roof oh the structure not later than May 20 of next year. It Is the Intention of the
Methodist church people however to beat the agreement by having the root on before the first of the year, the ex
tra time being provided for only for
an emergency.
With two fine buildings, the proposed
library and the Methodist' church, already secured for the Circle, it looks as though It will be but a short while be
fore the East Chicago's policy of build
ing up this location with buildings that will be a credit to the city, will have
been realized. It Is the company's pol
Icy, now that Chicago avenue Is being

mond, to' build up that ' thoroughfare
substantially and atractively, ' so that
visitors who come here from Hammond
and further west, will gain a good first
impression of East Chicago. The com pany deems it important that the build
ing be done as rapidly as possible for
the benefit for the whole town.
On Thursday the building committee
of which A. G. Slocomb is chairman
met with the architect, J. F. McCoy Of
Danville, 111. and the plans were
slightly rearranged to conform to tht
new location. The only change that
was made was the addition of a prl mary room on the rear of the build
ing. Otherwise the exterior outline will
remain the same as formerly.
The agreement with the land com
pany provides for a building to cost
not less than $20,000. When the plans
were first submitted to the land com
pany Vice President Westberg pointed out that the present site on which It
was at that time proposed to erect the new structure would be rather restricted, permitting of no enlargement In case this Was at any time desired. He
suggested "The Circle" as the loglca
location and the suggestion met with
Instant approval.
The new church will be the largest
and most pretentious church edifice In
the Twin Cities and will be a credit not only to the two towns, but to the
entire region. It will be of brick and stone construction. The details have
been heretofore described In these eol
umns.

of all property assesslble by the board in the state amounts to $257,489,198. an
increase over the appraisement of. a
year ago of $9,474,989. This increase
will mean Bn Increase In the state revenue for next yeaf of about $330,000 from taxes on the property assessed.
Decreases were shown In only two
Classes Of properly. Pipe line compa
nies, or corporations engaged In the transportation of oil for refining purposes, decrease $257,214, due to the
gradually growing disuse of much of
the oil territory of the state. The other decrease was in the express companies, where a total decrease of $401,151 was reported. Thrs decrease was duo
to the fact that some of The important
express companies increased their gfoss
mileage "(without as'well as within the state) since the" preceding appraisement, and as the United States courts
have held that appraisements of such
companies must be based on the total
mileage, the assessment In this state
automatically decreased.
On all other classes of rroperty assesslble by the state tax board the total Increase was $10,384,658. Of this sum $7,243,742 went to the steam roads. The electric lines were Increased $1.-
190,585. Telephone properties were Increased $1,273,212. Telegraph companies were increased $307,413. Transportation companies were increased $208,500, due In a large measure to the listing of fifty or more additional concerns operating In the state. The Pollman car company, the only corporation operating sleeping cars in the state, was Increased $181,216. state tax board has felt for some time that the property was assessed too low. It was Increased to $2,000,000 a year ago. General Increases were made In the assessment of the several hundred telephone companies In the state, but most ot the increases were small. The largest Increase was in the Central Union company, which was $725,370. This increase came from two causes. The mileage of the company, now reported at 101,562.25 miles, is an increase over the mileage of last year of 7,252 miles. The rate permlle this year was increased from $30 to $35. The total
assessment against this property la $3,-
554,679. The Increase In the assessment
of the Indianapolis Telephone company was $58,1SS, due to an increase in -mileage. The assessment this year Is $140 a mile. Other Important increases- In telephone assessments are as follows:

ment on steam roads there was a 33 1-3 per cent increase made on the right of way of the Pennsylvania lines and 10
per cent on a'l other rights of way.
The Pennsylvania lines and the New York Central lines, comprising 86 out of the 179 steam road properties assessed by the board sustained more
than $6,600,000 of the increase of the
steam roads, and of this the'Pennsyl
vania, with thirty assesslble properties, sustained about five and a quarter millions. The total assessment against the Pennsylvania lines was $57,195,348. The. total assessment against the New York Central lines with fifty-six assessible properties w-as $60,133,946. The
Increase to the Pennsylvania properties has not occasioned any surprise, as, the

The chief change in assessments against electric railroads were in the
cases of the Indianapblis Traction Ter
rial company and the Indianapolis
Street Railway company. The assess ment of the former per mile was In
