IIAITSr DRESS HATS HAVE RIBBON STREAMERS
' New York, March SI. New models continue to arrive from Part and the big fashion shops, which began to display their spring and summer gruuua several weeks ago, are constantly adding the latest Importations to their fascinating displays. Among the attractive new thins shown are some very short walsted frocks with quaint little jackets, which one hesitates 'to call Ktons or boleros because of the abbreviated peplum frills that appear below their Empire waist finish. These effects are worked out in both plain and figured silks, and some of the most picturesque jcombine a one-tone silk with a figured material. Particularly interesting are the little .frocks of silk which are displayed In a great variety of models. One of these, . seen in one of the fashionable shops, was in -a "checked silk of a reddish mulberry tone, white and black, with a coat of black silk, whose huge re vers and turnback cuffs were of the check. There was not a touch of elaboration. The straight skirt, moderatelp narrow at the bottom and finished with three deep, overlaping folds, "was fulled slightly at the high waist line, the
fulness being laid In little plaints around the sides and back. The tiny black coat was held in at the waistline by a shirred cord and the tiniest of frills fell below, rounding up to nothing at the middle front. A chemisette of net showed between the rever3. Not quite so picturesque and quaint In material and coloring was another charming model, suitable for greater number of wearers, provided they are of the slender type. For stout women these Utle frocks are quite out of the question, but fashion, at least at the present time, gives little if any consideration to women of ample curves. In this second model' the little coat and skirt are of one material, a supple summer silk, showing a verp narrow ' black stripe on a white ground, and the only relief is in the little revers and sash of black satin. A stunning collar of real Irish, beginning just in front of the shoulders, falls In a deep, rounded cape In the back and gives a note of elegance to the frock. The softly folded narrow girdle of black is tied in a square fiat bow at the back and below falls in two long loops, one

above the ober. rather than in the usual sash ends. One of the things noticeable in the present spring displays is the fulness which has crept into some of the most attractive of the new models. The narrowest and straightest of truly smart tailored skirts is not so exaggerated as it has been and in many of the less severe costumes the skirts, though straight of line, are let into the waistline with slight shirring or little plalt3 and are not gathered into any band toward the bottom. The short, large waist makes this arrangement admirable, the fulness providing approximately straight lines from girdle to hips and allowing for the hip curve. Some of the new skirts go further in the mater of fulness and are finished at the bottom by deep plainted flounces. The early Victorian period has supplied many hints for the frocks of the present fashion. Openwork embroidery on sheer linen-or muslin is used even in combination with delicate silks for evening wear, and veiled with chiffon

the high turndown collar of plain or em
broidered linen, the soft outing collar with its jewelled safety pin or links,
but all these old favorites are fairly submerged in the flood of low turndown collars, stilt or soft. One can buy the round, comparatively narrow Duth collar of recent seasons cheap and plain or extravagantly expensive and exquuisitively embroidered, but a majority of the new collars open lower in front than the Dutch collar and are on the whole more generally becoming, though they do make a very long thin face look still longer and thinner. The square sailor back which came into favor late last summer and has been In evidence among the winter coats la out in force among the adjustable embroidered collars and shows Innumerable modifications. The wide, right angle cornered bade may be combined with a front which .turns in a straight line from a little below the base of the throat to the shoulder points, and from there falls in the wide sailor back. Or, the collor may be quite low in front and slope to the shoulders in true middy fashion, or it may have wide downward sloping points ?n front, quite covering the chest and then follow a line upward just in front of the arm to join the sailor back. which, was destroyed, Sunday morning, by fire causing a loss of $30,000 may be rebuilt. A conference of representatives of the Princeton Commercial Club . and the efflcials of the : People's Savings Bank, of Evansvllle, was held to . consider the matter. The banking institution Is the mortgagee of ' the epera house property, and carried insurance on the playhouse , for $10,000. Scores of pledges ' for' seats at an opening, in the event a new building is erected, are beoing received by ;. the
club, at $10 a seat. The club expects to raise $(,000 in this manner.

Ribbon streamers are used on many of the very dressy hats models that will be worn with restaurant or fete gowns; and the dark streamers Invariably emphasize tb delicate beauty of the bat. The entire top of the hat Is covered with pale pink roeea, these rosea being made of a fabric almost as thin as gauze, eo that the hat, though so large, is very light and graceful.

These materials are used for trimming dresses of transparent goods, such as a band around the skirit, an edging for corsage and sleeves, sashes of the soft fabric and even slippers of brocade. Hats covered with brocade are excellent for early spring before you decide on a straw shape. They are light weight, can be of any shade desired and the shape can be decided before the frame is covered. One commendable feature of brocades is that the design can be used as a background
for beadwork. The flower , forms can be outlined or worked in solid beads; the touch of gold or silver thread cau be added in outline stich here or there.
Bordered fabrics are in great favor
this season and the shops show a
great variety of them. Not only an there striped effects, but plain silks with checked borders, bands in exquisle Persian designs, and mottled flowered effects that are crecidedly new. These silks come exceptionally wide, so that the question of the skirt is practically solved. For very tall women the yoke effect now comes to the rescue. the shops. The crowns are high and
the trimmins makes them more so. Small bonnets of silk are also dis
played. They are of the early Victorian shape. The brim is "scooped" and very close-fitting. Draped crowns projecting toward the back are used.
