Indianapolis, Ind.. Feb. 28. With the passage by the house yesterday of Senator Proctor's regulative and restrictive liquor bill, with thirty-six amendments tacked on since the bill came down from the senate, and the approval In the senate of Gov. Marshall's proposed new constitution, the Indiana general assembly accomplished
more actual business than in any previous day in the session. The Proctor bill passed by a vote of 55 to 40 after a stormy debate, during which the lie was passed between Representatives Keeg-an and Eschbach. The upper house put through the constitution project by a vote of 29 to 20, one Democrat bolting the party lineup. The so-called "Tom Marshall" plan of adopting a new constitution has been fought at every step by the senate Re-
j publican minority. It was made a
party measure- by the Democrats at a caucus two weeks ago. Gov. Marshall
submitted his proposal at the caucus and It was 'approved, with a few changes, before adjournment. Since
then it has been the target of on
slaughts by many constitutional
lawyers.
Senator Wood, the minority senate
leader, crossed swords with Senator
Stotsenburg in the debate yesterday. The former declared that the assembly
had no right to pass upon a constitution in the manner suggested by Gov. Marshall, "and he declared that if the recall, defeated earlier in the session, were In force in Indiana now the people would employ It to prevent the ma
jority from tampering with the state's
hasic law.
Senator Stotsenburg held that as the
elected representatives of the people the legislature had the right to pass
the proposed constitution. and he
pointed to the many difficulties in the way of getting constitutional amend tnents passed as an argument in favor
of thg "Tom Marshall" plan. Representative Keegan of Indian
apolis. Democrat, declared during the
roll call on the liquor bill in-the house that the members of the minority were accustomed to "drink highballs all night and then come to the. legislature and preach temperance." Representative Eschbach, Republican, demanded to know if Keegan referred to him. "If it fits youP you may wear it," replied Keegan. Eschbach sprang at the speaker, declaring that the intimation was a "base untruth" and demanding that Keegan "r.ame the man" he referred to. While half a dozen Republicans joined Eschbach as many Democrats surrounded Keegan. "Name the man." yelled a dozen voices. Keegan refused to answer. Speaker Marble Slab. During the uproar Speaker Veneman was pounding his desk with his gavel and he cracked the marble slab in front of him in his attempts to quiet the turmoil. He finally made himself heard and "called down" Keegan by telling him to confine his remarks to
his reasons for voting in favor of the
liquor bill and to refrain from personal references.
Half a dozen members explained their votes. Four Democrats' voted
against the measure and seven Repub licans shifted to the majority side. Senator Proctor, author of the meas
ure, declares that the purpose of his bill to regulate and restrict the sala
of liquor has been killed by the amendment in the house. He declared tha senate would not concur in the amendments. The bill will . probably ba placed in the hands of a conference committee. The house passed the "caboose bill" requiring Indiana railroad to use uni
form size cabooses on all trains.
The lower branch killed Representa. tive Keegan's woman's suffrage bill by a vote of 49 to 41. The senate passed the general and specific appropriation bills after adding , $30,000 to the amount approved in the house. The lower branch at a session last night refused to . concur in the amendments, and the measures will go to a conference committee.

was attended by a large gathering of friends. The greater part of East Chicago turned out to do honor to the memory of the deceased. he having been a pioneer citizen of this city and prominently identified with is growth throughout his residence here.

David Peterson of South Chicago; Dr. and Mrs. E. Nelson of Windsor Park; Mr. and Mrs. A. W. Anderson. Miss Annie Adams and Mifs Emma Adams of Ravenawood; Mrs. Sophie Kilmore of Lake Geneva, Mrs. Elizabeth Bronson and son Ralph of Valparaiso; Mrs. John W. Groves, Mrs. Roy Groves. Mrs. Margaret Hungerforl and L. B. McKenzie of Chicago, and Mr. and Mrs. Frank Hesse of Ft. Madison. Iowa. The deceased came to East Chicago twenty-two years ago at which tima the only other men In town were Harry Smith, John Brenell. Charles Anderson, George Near, Col. R. ...D.
