test against the street department is
suing warrants to pay unauthorized bills incurred when no appropriation

his services and not any greedy desire for power. Mr. Knotts points out that under the present arrangement Commissioner Nyhoff is the only member who gets a salary whereas if the council votes to keep the mayor and engineer oft It will mean salaries ranging from $600 to $1,200 for the three commissioners. causing property holders to be robbed of more than $6,000. Thus the loss the first week was $3,400 to the tax payers. ' f What Will Be Next Move. Those interested in watching the contest between the mayor and the council are eagerly watching for the next move. That the aldermen may also make an answer to the mayor's declarations is is not an improbable course. -- Already' the ' council has demanded rrronthly- reports ;froin'.aU .departments showing' where every penny Jhat, is spent, who gets it and why. This is expected to result in greater economy and less pay roll stuffing.

One of the most striking facts of the
council's attitude is that it refuesd to
let the mayor appoint the park trus
tees but used its statutory privilege
and took the right itself. Of this the mayor says that wise laws given him the power to appoint all offices save that of park trustees and to quote his own word: "but some legislative trickster with an eye to probable graft in park controlling had this clause stricke out surreptitiously and the law appeared in Its present form with the park boards in the control of the common council."
