biting or being bitten from other animals, or to cause such animal to be securely and effectually muaaled; and no muzzle shall be deemed sufficient unless It be of such form and strength and so attached and fastened as will

biting. During the time mentioned in

this proclamation any animal of the

dog kind which may be found running

at large within the city of Hammond without being muzzled is declared to be

nuisance by ordinance No. 791, ap

proved June 4, 1908. During the time

mentioned in this proclamation it is the

duty of the superintendent of police and all policemen respectively to kill any animal of the dog kind fouled run

ning at large within said city which Is not securely muzzled, and during said

time it Is lawful for any person or person to kill any and all of such unmuzzled dogs. 1

sued by virtue of the power vested in me, Lawrence Becker, as mayor of said city of Hammond, Indiana, by said ordinance No. 791, approved June 4, 1908.

PROCLAMATION. By the mayor of the city of Hammond requiring all dogs to be muzzled:

Whereas, the msjor of the city of

Chicago. Burlington & Quincy, a great

many years," said Mr. Miller, "and nat

urally will extend to electric operation

every precaution known to the busi

ness. Ordinary precaution, however, in

my opinion is not enough. There must

be prevention. Collisions, either "headon" or "rear-end," must be made im

possible, and they can be made lm

possible. It Is a matter of pride with me that the companies with which I am

associated are taking the lead in this

matter of public safety. "We now are working out plans," he

continued "and will install an auto-' matic safety device on the Valparaiso & Northern railway, both for our own protection and for the protection of the public. Later, it will be extended to the Gary & lnterurban and to the Air Line, which will run into Hammond over the Gary & lnterurban. "By means of this device, a train or car, entering a given block, automatically will cut off the power from the block in front of it and from the block back of it. There will thus be a "dead block" protecting that train both in front and in the rear. No train or car following will be able to enter that block because there will be no power. In the same way, the moving car wil be unable to enter the block in front while there is a car in the danger zone, because its power will have been shut off automatically. It will have to stop. Under such arrangement, a collision will be absoutely impossible, and It is (he only way in my judgment, by which the traveling public can be protected absolutely. The Valparaiso & Northern

was selected for the initial installa

tion, because it will have a greater

need for such protection. The road

runs, or will run when completed dur

ing the coming year, from Valparaiso to Chesterton and Porter, Indiana.

Three miles north of Valparaiso, it leaves the highway in order to skirt the shores of Flint, Ixng and two or three

other inland lakes there. This necs

sitates several curves over which we

shall haul crowded cars. Our own wel

fare, as well as the safety of the public, demands every possible protection at these curves. These lakes will attract thousands from Gary, Hammond and the entire Calumet district. "Is such a device expensive, Mr. Miller?" Well, yes I suppose so. It will cost us about $2,000, a mile but It will make impossible such fearful accidents as those which recently shocked the county. Here, inside of 30 days, there have been some eighty people killed and I don't know how many injured on electric railroads in Illinois and Indiana. The sorrow and suffering caused cannot be measured, but aside from that, these collisions probably will cost the rall-

The gamblers of Gary are apparently easy to trim, according to a, letter dispatched by a local card ''r-hark" lo a friend In Niagara Falls, N. Y. "e Invited hh friend to come to Gary, stating that the Gary gamolers are such ea-jy marks that he can't take care of the "harvest'' single handed. Gambling Is now rampant in Gary and The Times has so stated on several occasions. Things are now wide open and gamblers are flocking in from all directions seeking new game. However, according to a letter in the possession of Thb Times, potshots are being taken at the gamblers by clever card sharks. This letter, which Is printed herewith, was sent by a Gary man to a friend in Niagara Falls, asking him to scoop In the dollars. The letter, written on Oct. 3, reached Niagara Falls on the 4th and the receiver

ALDERMAN CASILEMAN MYSTERIOUSLY ABSENT

Ever since the warrant for the arrest of Morris N. Castleman, Gary alderman and etreet railway promoter, has been issued in Hammond he has been out of town and it has been impossible to make the arrest. The case was to have come up in Judge Frank D. Prest's court in Hammond yesterday afternoon but the constable was unable to serve Castleman

with the warrant and so the case will have to be postponed until such a time as it is possible to get hold of him.

It is understood that the arrest can

not be delayed very much longer for the reason that Castleman will have to

attend a council meeting soon and he can be served with the warrant there.

The warrant was sworn out on the

complaint of A. S. Stanton of Hammond

who says that Castleman provoked an assault in an argument they had in this city.
