It was explained to him that It was imperative to clean off the business section of the town first, where the traffic was the heaviest and consequently the largest number of persons' were inconvenienced. He replied, saying that it didn't make any difference that heNwas a taxpayer the same as the Gary State bank or the Gary hotel, and was entitled to the

same privileges. As soon as possible a plow was started in that end of the city, but -paving brick lying in the middle of the street prevented effective work. Instantly this irate citizen circulated a petition which was presented to the council at their last meeting, charging Inefficiency on the part of the street commissioner. A later investigation by The Times revealed the fact that many of the inveterate complainants had never displayed enough interest in the welfare of their neighbors to even clean off their own sidewalks.
