The Way of the Transgressor is hard. It used to be harder, especially in the days of the watercure and the paddle. But the prison system is reforming. The old cruel systems of punishment are being abolished.

C harlcs Edward Russell is writing a series of articles on prison reform that is the most interesting contribution in years to a subject of immense interest to every citizen. Read these articles and learn of the methods that help to create a high standard of morality among prisoners and officials and send prisoners back into civil life with a real chance to make good. Senator B. F. Shively to Be Principal Speaker at the

Double Convention of

American Bankers and

Federated Commercial.

Senator Benjamin F. Shively, who is

probably the best known In Gary of

any of the Indiana statesmen, will be secured to deliver the main address on

the event of the visit to this city of the American Bankers' association and the Federated Commercial clubs of In

diana, both of which will be Gary's

guests Sept. 15.

The Gary Commercial club, which will have charge of the entertalnmenl

of the visitors, will now begin active

preparations for their reception and

laying their plans to make this one of

the biggest events in Gary's history.

It is expected that no less than 3,000 distinguished persons from all parts of

the United States, many of them high in the financial world, will come to

Gary with the Bankers' associations. "Will Visit the Steel Mills.

There will also be about five hundred members of the Federated Commercial

clubs in the city on that day, as Garj

is expected to be an attraction in itself to the members throughout the state

in addition to the meeting.

The meeting will probably be held in the open air as there is no place in

Gary that can begin to accommodate

the vast crowd that will try to hear the

speakers, which will be secured for the

occasion. There will be several other

well known men present aside from

Shively who will be slated for speeches

Probably the biggest event of the

program will be the inspection of the

steel mills, which will consume a large

part of the day. The program aside

from this is still indefinitely settled

upon and active work will be startec

by the club with that end in view at

Indiana Harbor, Ind., Aug. 20. Indi

ana Harbor seems to be the Mecca for the officials o all smaller towns to

visit to find the best public improvements for their own cities to pattern by. "Wednesday the Chesterton town board looked the city over to see how the lighting- plant in operation here would do if applied to their town, and yesterday it was the public officials of Reedshurg, "Wis., who were here taking a slant at the paved streets. The party was composed of Mayor S. A. Collins, Aldermen Charles Horning and .1. H. Andrews, and City Clerk A. W. Huebing. The delegation arrived in the morning, took lunch at the South Pay hotel and was driven over the city in T5. H. Briney's auto during the after-

The presentation took place at the Stewart residence, Seventy-Fourth street and Coles avenue and the spokesman assured Mr. Stewart that he would never be forgotten by the "boys" of the electrical station of the south works. Monday the members of the Gary

town board will leave for Montreal. Canada, where they will attend the convention of the American Municipal league. Consequently there will be no meeting of the board Tuesday afternoon. In the meantime the matter of the petition for a city and town election has been taken up by the board with Attorney . Ij. Bomberier, who will instruct them today on the proper course to pursue with the petition for the election, which has already been placed in their Viands.

If it is seen that action must be, taken before they leave for the Canadian city, a special meeting of the board will bn held for that purpose and the arrangements will be made for the

i t:ikiiiK of the census to determine ! whether or not the town is large

enough to be made a city. Overlooked at iMtit Meeting. "We were busy at tho last board meeting with contracts for the street paving and none of us gave the petition a thought," said Trustee M. A. Caldwell today. "I made an rffort yesterday to

j find out from Attorney Romoerger what it was necessary for us today, and a i special meeting of the board will be ; called to attend to this matter before

we leave for Montreal. "It is our intention in this mattfr to follow the strict letter of the law. In fact, we can do nothing else. The fact that we did not take some action at th,e last meeting was an oversight." All of the members of the town board and possibly Town Attorney Bomberger will attend the convention. ThiA will be gone about a week. This league is the one of which ex-Mayor Crolius of Joliet was president.

Judge P. I Fitzgerald, who has interested himself in the fight for licensed saloons in Gary and who is leading: in the attempt to induce the antisaloon league of Indiana to have their remonstrance killed on the grounds that the conditions in Gary demand that they shall have saloons, left yesterday afternoon for Flymouth, Ind., where he will present the petition of the busi

ness men to Attorney .uaunews praying for this concession of the organization. The remonstrance contained the names of lTfi of the leading business men of the city, nearly every man with the business interests of the city at heart voicing the cry of the w.rking men with his signature on the petition. Many of the busines.x men of the city

are of the opinion that the league of

ficials will see that with saloons surrounding Gary on every hand and the constitution of the working men in the mills demanding a stimulant, that thousands nt dollars are being taken from the city every week which rightfuly should be kept in the city. Word from the league as to their action in this matter will be anxiously awaited in Gary, when the petition and his statement of conditions at Gary are turned over to it by Attorney Mathews.

Meeting Is Postponed. Owing to the fact that the president and vice president of the Young Men's Republican club happen to be out of town this evening, the meeting which had been scheduled for this evening to be held in the Binzenhof hall has been postponed. rians have been made to hold it next Friday evening, and it is hoped that there will be a good attendance, and that every member will bring with him at least one other interested voter.

A. A. Steward, Electrical and Mechanical Foreman at Mill, Coming.

A. A. Stewart, for a number of years mechanical ami electrical foreman at the south works of the Illinois Steel company, has resipned his position

here to accept another as assistant elec

trical engineer at the Indiana Steel eomna'ny's plant at Gary.

Previous to his departure from Poutli Chicago, the men who have worked

lead and had Just made the turn into

the straightaway leading 'o the grand stand. The machine made ;hc turn wtli

and straightened out to take ih stretch. Whether Hourque lost control of tile steering gear or made a mechanical h'under will never he known.

Suddenly a shout went up. The Knox racer had left the track, and with undiminished speed had struck a

sm:ill ditch which borders the speedway.

Hot li front wheels and the axles gave way, and the car turned completely

over. I.ouroue and Ho comb were sent

fixing through the air. Hourque was thrown against a p.'St and his skull was fractured and loth legs were broken, lie was dead when the automobile ambulance reached the spot. Holcomb was thrown clear over the fence. His skill was also fractured and his legs broken. He was still alive when he was picked up. but the physicians saw that he had only a 'few minutes to live. He died in the ambulance while it was on the way to the emergency hospital. Albert enison, racing partner of Bourque, wlio had teamed it with the Irishman from Springfield for two years in road race and hill climb, collapsed when he heard the news. They did not tell him of Rourque's death at first and even after hundreds knew it. Denison thought his friend still lived, although badly injured. When they did tell him lie became hysterical, and it was necessary to call a doctor to care for him. Jyiui.s Chevrolet, the Frencli driver of the Buick team, .was led into the hospital shortly after the two men died. As he gazed upon the bodies of his former rivals of the track he muttered. "Too bad: Too bad'." and then staggered to a chair, too weak to stand both the physical and emotional strain of the moment.
