Former Indiana Politician Accused of Gigantic Swindles and Fugitive Since 1905, Is Now Under Arrest-

Many Iake county politicians of the old reg-ime will remember W. D. Owen, arrested In Boston yesterday, quite well j and a history of his transactions will be of great Interest to them. William D. Owen, head of the Ubero and other Mexican babbles that burst In the early spring: of 1905, was secretary of state of Indiana from 1905 to 1899. Owen was born In BloomInston, Ind., in 1846, and went to Logansport In 1881, and formed a law partnership with D. Q Justice. He was elected to congress in 1884, and served three terms and was later commissioner of immigration. Following- this hetecame a minister of the Christian

church in this city and served a number of years. Later he again entered politics and was elected secretary of state. When Owen was a member of congress and later when he was commissioner of Immigration he fell !n with some Mexican promoters at Washington and they pictured to him the glowing possibilities of coffee and rubber business In Mexioo. Owen bought about 5,000 acres of Jungle near Tehuantepec. This tract was located about the middle of the Isthmus and at the time of the purchase was almost Inaccessible o that that land cost Owen practically nothing. But he found that a rail

road was to be built and this would place the land within reach and Owen told of a sreheme to make money out of It. The Origin of the Companies. After Owen became secretary ol state of Indiana he took Nat U. Hill, who was later treasurer of state; U. Z. Wiley, A. C. Dally and W. I. Overstreet, the last named of Terre Haute, down to view the land. A number of people were down there who explained the fortune that could be made In the cultivation of coffee, rubber, pineapples and other tropical crops. When the party returned to Indiana the Mexican Coffee and B,ubber company was organized" with Owen as president. Numerous otheV corporations of various names and entangled relationships grew out of this original enterprise. Including the various Ubero concerns, prominent among those being an Indiana company and Kbero companies with headquarters at Boston. The first crash came through a Boston company, when stockholders attached the funds In the elaborate office of that company, at 89 State street, on April 1, 1895. Owen had already complained of falling health and was in Europe at the time. A few days previously to the attachment.Arthur Steadman, a Boston millionaire, and Frederlo G. Hood, another millionaire, who was vice president, had. suddenly resigned and had gone to Europe. Thing's be

gan to look very suspicious. It was followed by much litigation, involving the various Ubero concerns. Fraud Oder Issued. A fraud order was issued by the government on April 17 against the Ubero Plantation company and the Consolidated Ubero company, both Incorporated in Maine and having headquarters in Boston. The department declared that both companies were gigantic swindlers, and pointed to W. V. Owen and F. E. Borges, also formerly of Logansport, as primarily responsible for schemes that resulted In a gathering In of nearly a million dollars from Innocent Investors. The law department of the postofflce. In Its statement, said that that Borges was a criminal with records of imprisonment at Jollet and Pittsburg. Owen had succeeded In interesting Arthur Steadman, a member of the big firm of George. A. Adler & Co.. of Boston; B. C. Hood and other prominent and wealthy men in the Boston Ubero Plantation company. Brilliant Propet!tue. Owen placed these prominent men at the head of the Boston Ubero and the Consolidated companies, and through them plucked a rich harvest. He stayed In the background and did the promoting. The companies had most elaborate offices and Issued a line of prospectuses that would make a wooden Indian grow enthusiastic on the possibilities of get

ting rich quick. These prospectuses of the Ubero company asserted the company proposed to develop and cultivate lands in Mexico and market the products of the land. As an inducement to men to travel the road to great and certain and quick wealth stock was placed on the monthly payment basis. The prospectuses stated that "a smaU monthly Investments In Ubero plantation insures an Income for life." It was further represented that the company owned 3,006 acres of land in Mexico for which it had received , a deed from the Mexican government. "These representations," said the government fraud order, "are all fraudulent, as the company did not own Its plantation there, nor does it own now." The company entered Into a contract with a so-called "Ia Puerta company," by which It agreed to buy for $7,500 a tract of land. Three hundred dollars an acre was to have been paid. William D. Owen signed the contract for the La Puerta company and the department said that its investigations revleade that this company was largely Owen and Borges. The Ubero company, according to the government report, had paid the La Puerta company 130,000, but had not received a deed of any land.
