Railroad Commission Sends Out a Series of Four Letters
to Transportation Companies With a View of Saving Human Lives-

Indianapolis, Ind.. March 20. There
Is a general Impression in this city among the politicians just now that there will not be any meeting of the
republican state committee soon for the purpose of electing a state chairman
to succeed James P. Goodrich, as was talked of several days ago. It is generally understood that the announcement was somewhat premature, and that It was not authorized by anyone in a position to call such a meeting.

it look like there will not be a meeting
la that Goodrich Is still state chairmand and has not sent in his resignation, neither has he said that he Intends to resign. lie has said that he
Is so busy with his railroad and other business that he will not have time to
spare to devote to politics, but there la
little politics for him to look after and
there will not be any until 1910 when
the state campaign comes on. But who
knows what may happen within the
next year. Goodrich ma? be out of the
railroad business entirely and have plenty of time to serve another term as state chairman. At least, said one man
who Is a follower of Goodrich In poll
tics, what'3 the use for him to resign
now when there is nothing to do and It makes no difference whether there
is a chairman or not.
Dissatisfaction About Last Campaign. There was much dissatisfaction with the management of the last campaign,
and this has given rise to the talk that there would be a change in the
organization of the state committee
Many republicans in the state have contended that the organization was in the hands of a machine that was not doing any good for the republican party, and many of them blamed this machine for
the defeat last fall. They are saying

that new blood Is needed at the helm of
the party's ship In the next campaign
and that It will not do to re-elect Goodrich or anyone connected with the
Goodrich regime.
Ot course, this sentiment may grow
so strong by next winter, when the meeting will be held regularly for the reorganization of the committee, that It
will force Goodrich to quit the chairmanship and allow some other man to be elected. And, on the other hand. It may die out by that time and give
Goodrich or one of his followers easy sailing.
At any rate, the talk now Is that no
meeting will be held soon to elect a I successor to Goodrich.
It y. Commission Sends Out I.cttrrx. The Indiana railroad commission has prepared four letters which will be sent out over the state within the next few days that are of Interest to all railroad and trolley men and officials, as well as to all city officials, because they apply to the effort to protect lives at grade crossings In the cities. The first circular asks the commati councils and mayors of cities and boards of trustees In towns to enact ordinances and make use of police powers to prevent the dumping of rubbish on railroad rights of way and along tracks. The commission calls attention to the fact that when rubbish is thrown along the tracks, as at present. It results In many accidents to
railroad employes engaged In switch
ing.
In the second letter the council-and the mayor or board of trustees are
asked to enforce ordinances against
trespassing on a railroad right of way,
in the effort to stop the killing of pen-
sons who have no business on the right of way. Last year there were killed In
Indiana 214 persons on railroad tracks who had no right to be there, and the
commission is trying to Dring about a
different condition.
In order to prevent numerous deaths and accidents on trolley lines due to
earless or Inefficient operatives, a third letter Is being sent to traction officials asking what provisions are made to
determine the filtness of employes and
what steps are taken to reward faithful men. "When the answers are In conferences will be arranged with the commission and road owners seeking to establish rule of procedure to better conditions. The fourth letter will be sent to steam roads concerning the conditions of crossings and switch frogs, side rails and other parts Of the track, in order to ascertain the best method of blocking frogs. The commission has a new plan for blocking by means of a ridged block by means of which the sole of a shoe worn by train opera
tives cannot be caught in a rail. The answers are in conferences will be held on this subject also. Robert J. Aley, the new state superintendent of public instruction, Is not going to make any radical changes in the methods of conducting business in his department, but apparently he is going right ahead, trying to run things in about the same manner as they have been run heretofore. Among other things, ho says he will not make any marked change in the method of grading teachers' manuscripts when they are sent to the state superintendent, lie will probably make changes in the persons who do the grading, however. These graders are never known to the public. An Impression prevailed In certain parts of the state that an entire new system would be installed.
Aley has decided that in cases where townships are not able to continue their schools for the full terms provided by law and no relief can be obtained from
the state because of the deficiency is
exhausted, township trustees may is
sue a sort of promissory note to the teachers for the amount duo them for the full time and which cannot be paid, these notes to be taken up when the
township has the money to do so. Aley asked the attorney general about it and
the attorney general said this would be
proper and drew up a form of promis
sory note for Aley to recommend to the
trustees throughout the state.
