The second bill which will be presented deals with the Laporte and Porter circuits, asjd its context is as follows : AN ACT TO DEFINE THE THIRTYFIRST JUDICIAL . CIRCUITS OF THE STATE OF INDIANA, AND PROVIDING THE TIMES FOR HOLDING THE COURTS IN THE SEVERAL COUNTIES OF SAID CIRCUITS AND THE LENGTH OF THE TERMS THEREOF, REPEALING ALL LAWS IN CONFLICT HEREWITH. AND DECLARING AN EMERGENCY. Section 1. Be it enacted by the general assembly of the state of Indiana, That the county of Lake shall be and constitute the thirty-first Judicial circuit, and that the counties of Laporte and Porter shall be and constitute the thirty-second judicial circuit. Section 2. The times for holding courts in the thirty-first judicial circuit shall be as follows: In said county of Lake on the first Mondsy in January, March, May, September and November of each year, and shall continue for eight weeks if the business of said court shall require it. , Section 3. The terms of court in said thirty-second Judicial circuit shall be held as follows: In the county of Laporte on the first Monday in September, third Monday in November, first Monday in February and the fourth Monday In April of each year. In the county of Porter on the Mondays immediately succeeding the terms In the county of Laporte. In each county the terms of court shall continue five weeks, if the business of said courts shall require it. Section 4. All writs, subpoenas, venires, rules, orders of court, recognizances, publications, processes and notices, heretofore made or issued, or which may hereafter be made or issued, having reference to or returnable at the next term of said courts as heretofore provided by law to be held, shall be deemed and taken as having reference to and being returnable at the next term of said courts to be held as provided in this at. And the secretary of state is required to transmit to the clerk of each of the courts named in this act a certified copy hereof as soon as this act shall take effect. Section 5. All laws and parts of laws in conflict with the provisions of this act are hereby repealed. Section 6. Whereas an emergency exists for the immediate taking effect of this act, the same is hereby declared to be in, force from and after its passage. WEEK'S PROGRAM IN CONGRESS Senate. The senate will continue this week the consideration of the legislative, executive and Judicial bill, paying special attention to the amendments increasing the . salaries of the president, the vice president, the speaker of the house and the federal judiciary of the entire country. There is considerable more of debate on this provision and its fate is not yet definitely settled. Wednesday Senator Foraker will address the senate on the Brownsville affair. The postal savings bank bill continues to hold its place as the unfinished business and will probably be discussed to some extent during the week. House. As soon as the pension appropriation bill is disposed of. the urgent deficiency bill will be considered and when it is out of the way either the naval or the postoffice appropriation bill will be laid before the house. There will be an effort to amend the postoffice bill byproviding for the payment of the expenses , of railway mail clerks while traveling. Several other additions to the bill will be suggested. The house probably will enter upon an extended discussion of the naval increase when the navy bill receives consideration, and many speeches in opposition to too much "spreading out" may be expected. IMPROVES SLOWLY. Cat Moon, the East Chicago contractor, who was brought to St Margaret's hospital several weeks ago, suffering from typhoid fever. Is still at the institution. His recovery is very slow and for a time last week it was feared he could not survive. .Since Jhen, however, his condition has improved, but he is still very weak owing to his long sickness.

Peterson was the one sleeted to go to Indianapolis this week to be at the capital atthe time when the measure is likely to come before the legislature. A bill has been prepared and is now in the hands of Representative Wickey, drawn up by the Crown Point Bar asociation, asking for the continuous court at the county seat.. .
