Prison reformers, settlement workers, charitable visitors and headsc of Insane asylums, prisons, reformatories and the like have gathered here from all parts of the state tov discuss their various work from th,e standpoint, of the needs of the American community. The occasion of the gathering: Is the ninth annual meeting of the Missouri Conference of Charr ities and Correction, for which a program of unusual Interest has been prepared. Speakers at the Initial session this evening will include Dr. Given Campbell of St. Louis, Warden M. W. Hall of the Missouri penitentiary and W. T. Gross, assistant professor of sociology ates of the leading American colleges. of the University of Missouri. The conference will continue in session over The royal party will be received with unusual honors upon their arrival here and every courtesy will be extended them by the government officials. On the way east the visitors will stop at sev earlopints. At Washington they will be received by President Roosevelt. The Turkeys tomorrow. TOEOUTER MAN AS WHAeASTi COMING OF PRINCE TANG SHAO. have just arrived for San Francisco, Cal., Nov. 19. The steamship Mongoloa .due to arrive here tomorrow, has on board one of the most distinguished Chinese delegations that ever paid a visit to the United States. The party Is headed by Prince Tang Shao, son of the emperor of China and heir to the throne. He Is accompanied by. The prices of the land In the region about the Mandel tract will probably double the minute that the industry Is made an assured thing. This industry, if located in the region, will undoubtedly be the biggest thing outside of the Indiana Steel company. Being located In the city of Gary, on the western boundary, it will not only tend to make Gary a bigger and greater city, but will tend to cement the cities of Indiana Harbor, Cast Chicago, Whiting and Hammond into one big municipality.
WORK OF PAVING BROADWAY SHIFTED
Developments today show that there la a possibility of Gary's locating the IVestingrnonae Electric company, the largest of its kind in the world, within its territory. "It is a fact that they have been negotiating for a tract t land known as the E. D. Mandel estate, located two miles west of Gary and owned by a syndicate in Boston. At present large real estate dealers about Toleston say that the only hitch at the present time in the purchase of the property is that the price asked for the land Is considered too high by the big Pittsburg concern, and they are now dickering for a reduction. Mandel Estate Lands Suitable Site. The property, known as the Mandel eeate. Is the only large plot of land west of Gary In a single tract, that can be procured. On the north and east of this property is located the holdings of the Gary Land company; on the south is the city of Toleston, where the lots have already been subdivided,
and east of this estate is the corporate limits of East Chicago, where the tracts
have also been divided.
This piece of property, therefore, is
the logical site for this enormous in
dustry, which will, if it Is located here.

river, which in time is expected to be the connecting link of a chain of har
bors. Ontlook Is Good.
The property, which is owned by the Boston syndicate, has for its- local
agents, the B. N. Branch Real Estate j company, 70 Dearborn street, Chicago. This firm is the one which has been negotiating with the Westinghouse company and the reports which have been emanating from their office are to the effect that they believe the deal will be consummated. The Westinghouse company is now located at East Pittsburg and employs from ten to eighteen thousand men. Although several interested in the deal say that the proposed Gary plant Is to be a western branch, others maintain that the main plant will be located in this city. If the latter is .true, it is likely that there will be as many as ten thousand men employed in the works. Blggeat Thing Beside the Mills. Those who have been directly Interested in the deal have been reticent about giving out any information, but real estate dealers who own property in the vicinity have been watching the

The work of paving Broadway by
the Gary & Interurban company, which many people had thought was stopped, has shifted to the south end, where the company 13 now engaged In construct
ing the crossings at the street Intersections the entire length of the street. The concrete is being put in at the present time so that when- the brick arrives these crossings will be put In shape for traffic at the earliest possible time. The paving of the street was inspected Monday by A. C. Miller, the
president of the New York-Chicago Air Line company, and who is also an of- j fleer of the Gary & Interurban. Mr. Miller said that the work had not been stopped on this end of the line, but that he thought that it would be advisable to have the street crossings put in before the rest of the pavement is completed. The company is now waiting for the brick to arrive so that the work in the first subdivision can be completed. It is not thought probable that the entie street will be paved this year, but that the brick will be put in as far as the "Wabash. This means that the remainder of the street will remain in its present condition until spring. The brick is expected at any time and the paving will start at once. The fenders for the cars which The Times announced some time ago, have i arrived and have been placed on the
cars. The danger to traffic and pedestrians has been greatly mitigated thereby.

obstacle prevents, the citizens of Miller, and eventnally Gary, will have a lake front park. Realizing that they are fast losing: an opportunity to secure a breathing spot on the lake shore, the new Miller. town board has resolved to take the necessary steps. It Is proposed to condemn ten acres on each side of the road lending to the lake, between that body of water and the river. IOcntion Is Ideal. The location for the proposed Miller park is ideal. This strip of land possesses great natural beauty, besides giving the public permanent access to the lake and to the Grand Calumet riv
er, which at this place, is one of the most rich and rustic spots in the country. There has already been a street car franchise let on this road leading to the proposed park which has been sought by capitalists as a rich plum. They believe that in the course of time this will be the breathing spot of 200,000 people, residing in Gary and vicin
ity. As far as the new Miller town board is concerned, it is determined to secure the property for the citizens of Miller and Gary. The drawback is that there is no clear' title to the land, and the true owners are very much in doubt. The fishermen who have been occupying the property for the last fifty years a.'-e claiming squatter's rights, .while there are capitalists In the east who claim to hold deeds to the land. The city, however, has the right of eminent domain and its attorney believes that it will be able to condemn the land
and make the settlement to the proper persons. One Stumbling Block. Another stumbling block is the financial condition of the town of, Miller, which at the present time is scarcely in a position to warrant the expenditure of the necessary amount of money. The value of the property is hard to estimate, although valuations have been from $800 to $3,000 an acre. If the latter valuation be established in court,
it might prove an unsurmountable bar
rier. In the past few weeks the people of Miller have become awakened to the importance of establishing a park in their city. They realize that it will ten to draw the public in that directon and that as a result Miller property will be boomed. They believe that Miller now has the opportunity which it cannot afford to lose, and the attitude of the board is popular.
Another affliction by the fever of wanderlust yesterday caused George Sherman of Gary, 14 years old, son of Mr. and Mrs. Edward Phillips, to leave his home, 745 Maryland street, and start out to cross the country on foot. The trip ended at Miller, however, in
the most humiliating manner, as Mar
shal Edward Klopf having been notified that the boy had ran away, picked him up as he was strutting through the city
bound for Toledo, Ohio.
Around the child, filled to the brim with braggadoccio, was a leather belt in which a large butcher knife was sheathed, and in his hip pocket was found a blackjack. George didn't mind

pect of not having any place to sleep that night, but how he did hate to be
arrested with all of those implements
of war on him. Mr. and Mrs. Phillips
were notified and they went to Miller at
once and brought Wielr child back. Second Trip in Tito Months.
This is the second time within a few months that the Sherman boy has tried
to run away from home. The first time
the boy purchased an air rifle and with
a handful of charges started to make
the trip to Toledo, Ohio. He was in
tercepted at that time before he had made much headway. Yesterday he made the start at 8 o'clock and was
caught at 3 o'clock in the afternoon. The objective point of the child's trip was Toledo, Ohio, where his grandmother resides. "My grandmother gives me cookies and jam and lots of nice things to eat," said George, "and I wanted to go there and live with her. I knew mamma would not let me go, so I thought that I would run away. My mother and father always make me go to school and I don't like to go to school. I would rather run away than go to school another day." When George was taken back home last night he p'romlsed to be good, however, and never to run away from home again. He was also glad to get back.
