CHANGES DUE IN CHURCH GOVERNMENT

Washington, D. C, Oct. 30. The American members of the Roman Catholic hierarchy are well pleased with the new papal constitution which will go into effect on Tuesday next, Nov. 3. They aer looking forward with

great deal of satisfaction to the day ;

which will elevate the United States from a mission country to the rank and status of a regularly recognized Roman Catholic state, with the right and prerogative of dealing direct with the Roman Congregations through the papal secretary of state, instead of dealing with the propaganda which heretofore has had charge of all matters pertaining to mission countries. Under the new papal constitution which will go Into effect next week the United States, Great Britain, Holland, Canada, Newfoundland, Gibraltar and Luxembourg are removed from the Jurisdiction of the propaganda, which forms one of the nineteen congregations in Rome, to whom the administration of all church matters is entrusted. The propaganda, which Is headed by'Cardinal Gotti, has heretofore ben one of the most important and powerful of the congregations, but by the new constitutions its powers will be materially diminished. In addition to changing the status and powers of. the propaganda the papal edict provides for other reforms, reorganizing the modus of the congregations through a more suitable division of subjects and eliminating the duplication of authority and regulating the work of the ancient tribunals of the Rota and Segnatura. By the terms of the edict both civil and criminal litigations are removed from the Jurisdiction . of the congregations and intrusted to the tribunals of the Rota and the Segnatura. The'congregations retain only disciplinary powers. A new congregation regulating discipline and the sacrament is created, its duties including also questions regarding marriages, while the dogmatic side of the sacraments remains under the Jurisdiction of the congregation of the Holy Office, which has exclusive Jurisdiction over mixed marriages, where one of the parties is non-catholic. The pope remains prefect of the Holy Office. The importance of the Congregation of the Consistory, of which the pope Is also prefect, is augmented byentrustlng to it the creation of bishops and the supervision over and direction of the rules of dioceses and seminaries and also deciding questions of competence between the congregations. All disputed questions, not merely matters of conscience, go to the Rota in the first instance and then to the Segnatura as a supreme court. The Rota works also as a court of appeals, both for sentence pronounced by other courts or-by Itself. ; In the later case the matter must be submitted to different Judges. The Segnatura is constituted a court of cessation in four cases: as an appeal court against an entire sentence of the . Rota; in the

case of alleged nullity of a sentence; in the case of suspicion against a Judge of the Rota and to hear suits for damages against Judges of the Rota. Anyone can appeal against the decisions of these courts with or without the assistance of lawyers, and a special body of lawyers has been formed, the members of which have pledged themselves to assist the poor gratuitously. Beginning with next Tuesday the Rota , will become an international court with ten Judges, one of them an English speaking one. The Segnatura

will be entirely composed of cardinals. The practical result of the new conditions will be that the countries removed from the Jurisdiction of the Propaganda Instead of applying to the latter for the decision of all questions must apply to the suitable congregation, to the resort of which the matter may pertain. The creation of new dioceses and the appointment of new bishops will be dealt with by the secretaryship of state, after which they will be sent in trust to the congregation of the Consistory to carry out the decision. While heretofore all questions were gratuitously dealt with by the Propaganda as established for missionary lands, after next Tuesday the payment of the usual fees will be exacted. The congregation of the Consistory which replaces the congregation of the Propaganda In the nomination of American bishops, and which is presided over by the pope, will have as its secretary Cardinal DeLai. The members of this congregation, numbering fourteen, include Cardinals Murry del Val, Moran, Oreglla, Seraflo, Vannutelll, Martinelli, Rampolla and Gottl. Among the Judges of the Rota are Monsignor Prior, rector of Leda college, and several other distinguished dignitaries. After this every archbishop and bishop in the United States will have a personal representative before the tribunals in Rome. Cardinal Gibbons and Archbishop Farley have already selected a representative in the person of Sig. E. Santi.

NEW LIBRARY AT DEPAUW. Greencastle, Ind., Oct. 30. The magnificent new library building at De Pauw university was dedicated today with interesting exercises. Among the guests of the occasion were a number of the Methodist bishops who have been holding their annual meeting In Indianapolis.

POLITICS TO SIZZLE Sheibyville This city will be a hotbed of politics from now until the closing night of the campaign. This evening Thomas II. Knhn will speak in the opera house and on Friday John Kern and Sam Small will be here. On Monday night plans are being made for the biggest, rally of the campaign. James E. Watson, candidate for governor on the republican ticket, will be here and deliver a speech.

He will do everything in his- power for them except to do that which Is wrongs he will do wrong for no nan, and the refore can be trusted by all men.

What The Republican Party Has Done

FAIRBANKS DELIVERS SPEECH Mishawaka. Ind., Oct. 2S. - Vice President Charles W. Fairbanks, speaking to a large crowd here tonight, declared that while It was important to elct William H. Taft and Mr. Sherman, it was of equal importance that the state ticket should not be lost sight of. He declared the ticket "entitled to the support of every one who believes in the efficacy of the republican party in public administration. Our candidate for governor, the Hon. James E. Watson, is entitled to the enthusiastic support of every republican, not alone because of his loyalty to-the principles of the republican party and of his honorable public service, but because of the things for which he stands."

WILL SPEAK TONIGHT Crawfordsville John' I Griffiths of Indianapolis will deliver a republican address this evening at the Y. M. C. A. armory. Tomorrow night John C. Dancy, colored, of Washington, D. C, will speak, and Congressman Charles B. Landi3 will close the speech making in this county with an address Friday evening. His oponent, Martin A. Morrison of Frankfort, spoke at Browns Valley Monday night and ' at Ladoga last night. : '

The republican party has knit together the interests of this country and the Latin-American republics in a manner to command their conn dence and increase our trade. The republican party has maintained the open door for American commence in the Orient. The republican party, through President Roosevelt, put an end to the war between Russia and Japan, and commanded the affectionate recognition of both countries. The republican party restored confidence in Santo Domingo and made an adjustment of her obligation, which does justice between her creditors and the people of the island. Services for Sound Finance. The republican party established the gold standard by the law of March 141900, thereby placing this country in the rank of other advanced commercial nations. The republican party passed the currency measure of May 30, 190S, designed to prevent currency suspension in case of a crisis. The republican party has appointed a monetary . commission to consider further reforms in the currency system which may be required by our great commercial expansion. - . . , The republican party aided Mexico to establish the gold . standard,

thereby creating new and safe openings for American capital. The republican party has extended to the surviving veterans of the Civil and Spanish wars, and their widows., the benefits of a service pension. It has in the meantime reduced payments of interest on the public debt in almost the same proportion as the increase of payments to the veterans. The republican party has provided' for the arbitration of labor disputes between railroads and their, employes, under the direction of the interstate commissipn and the commissioner of labor. ' The republican party has regulated the hours of railway employes in a way to entitle them to adequate and necessary rest after prolonged labor. The republican party has modified the old common law principle of common employment so as to make it possible for the laborer in the public service to recover for injuries received' while at work. The republican party has restricted the emigration of the criminal and defective classes, thereby reserving this country for the honest laborerMeasures for the Protection of the Public. The republican party has safeguarded the public health and saved the lives of thousands of infants and adults by establishing proyer standards under the pifre food law. The republican party has initiated the Roosevelt measures for protection of the forests and the water sources. The republican party has put an end to timber-thieving on the public lands. The republican party has abolished railway rebates, and thereby established equality of treatment and opportunity for shippers, communities and consumers. - The republican party has sought to insure the purity of electrons and correct expression of the people's . will . by prohibiting corporations from contributing to national elections. ' Measures for Defending the Nation and Protecting the National Prestige. The republican party has built up a navy containing nearly three-score fighting ships capable of meeting any other navy in the world. The republican party has reorganized the ' army by creating a general stak in order to make an effective fighting force.
