is a womanly woman who has had a broad1' experience and a remarkable interlect. She has long been .close to
some of the biggest politicians of the present administration and is personally acquainted with William Howard Taft and others connected with the
executive family.
How Parties Differ.
Mrs. Foster pointed out the fact that
the real origin of the two great parties of today lay in the differences in
the policies and opinions of the first of
two great Americans, Thomas Jeffer
son and Alexander Hamilton.
Hamilton represents the republican
party of today in that he had. large
ideas of the possibilities of the great
country, which he saw would develop
into a great commonwealth. He be
lieved in the development of the coun try as an entity.
To illustrate: When the question of
building a great highway from the Atlantic ocean to the Ohio river was
suggested: it was the Hamilton idea
that the road would benefit the whole
county in aiding in its development
and that the federal government should
undertake its construction.
It was the Jefferson idea that the
various localities through which the
road-would pass which should pay the
cost of building the road. This Ham
ilton idea is seen although the vari
ous administrations to the present day
and recent examples are the building
of the Panama canal, the reclamation
of arid lands and the development of
the waterways of the country.
Mrs. Foster then, took up some of
the issues of the present campaign
such as the guarantee of bank de
posits, the foreign policy of the re
publican party, the tariff and finally
compared the personel of the oppos
ing candidates. She . made the state
ment that there were no really great men in the democratic party when their capacity for the originating and
carrying out of great policies was taken into consideration.

London, Oct. 10. Great Britain has at last decided to make what amounts to a display of force in connection with the Belkan uprising and the threat
ened dismemberment of Turkey. A fleet
consisting of four battleship, four
cruisers and four torpedo destroyers left Malta this evening for the egean sea. The fleet includes the battleships Glory and the Prince of Woles and the cruisers Diana and Lancaster. It is under the command of Vice Admiral Price Louis and Battenberg, who visited the United States about two years ago. It is understood that their actual destination is Lemnos, which is within easy reaching distance of the Dardanelles. Uotns ''Watch Kvents." The only statement made by the foreign office in regard to the mission of this fleet is that it is being sent to the Aegean "to watch events." It may be said unofficially that this is England's first move on behalf of
Turkey in connection with Crete's declaration of allegiance to Greece. Great Britain is associated with France, Russia and Italy only in the management of the Cretan question. The British government may.be relied upon, it is affirmed, to defend Turkish interests in Crete by force if ne
cessary. Today's action is expected to prevent any acquiesence by Greec in
the Cretan request. The dispatch of the fleet to Lemnos may also be tak-n as a notice to Austria and Russia that no violation of the Berlin treaty will be permitted pending the proposed revision at a conference of the signatory powers. This conference has not yet advanced beyond the tentative stage and may not be called for several months, if at all, owing to the many difficulties
