revealed by the fact that 830 of the 1,016 townships of the state have gone
"dry". This sentiment, the governor
said, is still growing.
The two kinds of local option offered
were then compared and contrasted for the purpose of showing that the kind designating the township and city as the unit is ineffectual, American and in
harmony with the spirit of our institutions. Reaching a climax in his condemnation of the traffic, the governor
exclaimed:
"The brewery, the distillery, the sa
loon, the brothel on the one side! The
church, the school, the home on the other!"
The governor said that if it was
right to enact county option next Jan
uary it is right to enact it in September.
He added:
"If your enactment shall voice the
thought of the people and express their purpose, you may justly claim their approval. You thereby place the state where the intelligence, the conscience an4 character of its citizens entitle it
to stand. If you fair, you will have to aceount to them, for soon or late they will have their way upon this great question. In this responsibility is the same, whether you are of the
majority or of the minority. Right is right and he who opposes it cannot long find refuge behind the barricades
of party."

the club have signified their intention of going to Indiana Harbor tomorrow night where Senator James Ilemenway
and Congressman Theodore Burton, chairman of the rivers and harbors committee, will be the speakers of the evening.

son opener there is no doubt that it
will be a great political gathering.
The following is the letter which Mr. Cochems sent to Hammond to explain the fact of his inability to speak in
this city: Milwaukee, September 17, '08. MR. ROSCOE E. WOODS, Dear Sir: I am in receipt of a wire from Colorado this morning that my brother is in a precarious condition, and to hold myself in readiness to leave. Immediately I wired yon so as to relieve any embarassments which might come front this change of arrangements. I have disappointed you so much that I do not know how I shall ever be , able to make reparation. If the meeting has been billed I think I could get Mr. Francis McGovern, who was a candidate here for the United States senate, and known as "The Fighting District Attorney of Milwaukee County," whose war on graft has made him one of the leading figures In this country. He is a brilliant speaker. Mr. McGee, who seconded the nomination of Senator LaFollette in the national convention, I think I could also persuade, if you wired me, to speak. Mr. McGee will be one of
the prominent men on the speaking staff of the national committee, and if the breach can be filled, and that arrangement made, wire me, and I shall promptly arrange it. To me personally this is a great disappointment, because I had hoped for the opportunity to say some plain things which I believe ought to be said in this campaign in Mr. Taft's behalf; things which it seems to me have not been given utterance to along larger lines. My heart is with you in the work you are carrying on, and I want you to know that this exigency which has arisen has caused me the very keenest disappointment.
