Hammond has more than 3,500 houses,

less than S50 garbage boxes and less

than fifty of these are" without covers. That Hammond is one of the filthiest t otitis In that state on account of the garbags, Is proven by the above figures.

They are facts and undisputable. A city that will stand for such condi

tions, will not feel asjiamed when the truth is told and with a sentiment pre

vailing by which juries permit violators of the ordinance to go free, there seems

to be no remedy in sight. i;ven should

the city dip into the general fund and provide a garbage box for each family

It is hard to say whether Hammond would be a clean city then. Hammond seems to have a class of people that

don't care, and judging from the num

ber of garbage boxes that are main

tained, the majority enjoy filth and

dirt. They like to pass the entrances of

alleys ani receive a killing stench in

their nosS-ils. They like to go to bed

at night and have the night air' softly

waft the ' fragrant smell of decaying corn beef and cabbage through the open window. Perhaps that's where Hammond gets its inspiration from In

again and continued:

"The garbage question in Hammond

is the .bane of my life. Hammond peo

pie are not educated to that degree of

cleanliness where garbage is nauseat

ing to them. I have studied the prob

lem in different cities and did not need

to go out of Indiana to find different

conditions than those that obtain in

Hammond.

Michigan City Clean

In Michigan City, for instance the

alleys are as clean as the streets. One

does not even see a garbage box. Nor
