Joseph O'Toole, 25 years old, who was arrested Monday afternoon charged with rape, was held to the criminal court yesterday by Judge Torrlson In bonds of $1,500. As no one went OToole's ball, he was taken to the county jail where he will lie pending his trial. That the man will be sent over the road, seems an assured fact, as every bit of evidence coming to light weaves the net closer about him.

Basic plans for the big L,abpr Day races were completed last night at the ceeting of the Calumet Power Boat Club in its club rooms at 163 Ninetysecond street. It was agreed to arrange the races in such a manner as to permit power boats of every size to enter the races. The work of completing the arrangements was detailed to several committees. The session last night was attended by members of the Illinois Power Boat

Association, The North Shore Motor Boat Club and Jackson Park Power

The marble statue, of Christopher Columbus, that for years did sentinel duty between the old city hall and the county building, arrived in South Chicago yesterday and today workmen are busy setting up the grand old man in his new home. The council recently voted the statue to the special parks commission and ttie latter, following the combined ef

forts of Coramisslone of Public Works John Hanberg and Alderman Moynihan, decided to locate the famous statue at the intersection of Ninetysecond street and Kxchange avenue and South Chicago avenue, in front of the Calumet theater, the spot more

commonly known as Theater Square.

Place for Fountain. For years more or less efforts have

been made to locate a fountain statue at this point, but each time the mat

ter has fell through, until the special

parks commission consented to the transferring of the Drake statue to

South Chicago. Previous to the an

nouncement that the fountain would be moved here, Henry Lee, candidate for the nomination of drainage trustee on the republican ticket, announced that he would purchase a fountain and, had the special parks commission not sent it here, Mr. Iee would have had one erected. Property owners in the neighborhood of the new fountain have signified their intention of contributing freely towards improving the now barren waste ground and it will be a matter of only a few weeks until it will be fenced off into a miniature park, with small shrubbery and flowers. The fountain was moved to South Chicago without any expense to the city. Alderman Moynihan defraying the expense of the transfer.

A movement is on foot on the East Side for the purpose of having the South Park commissioners make provisions for a harbor for pleasure boats

similar to the Jackson park harbor. The latter is overcrowded and many j local men who have craft at tills harbor are preparing to remove them to South Chicago. It is almost impossible to secure anchorage in the Jackson park harbor, according to local men. At Utile KiprnNf. At very little expense a harbor tan be made at the Kast Side park which will answer the demands of the situation. The local power boat club needs a place for their boats and with the establishment of a harbor at the East Side park it would come in very handy. An ideal harbor could be made at the north end of the park, Inside the present pier of the old Taylor estate. Another pier from the west from the lano to meet this one and the improvement of the existing breakwater will establish the harbor. Moorings will have to be placed and perhaps other improvements, but all these would not entail a very large expense to the South Park commisisoners. Sltiintiou nn Ideal One. The situation for a harbor at Calumet park is an ideal one and probably is one of the best adapted in the city.

turn, and petitions will be circulated for signatures. The East Siders believe that with the signatures of every property owner the board will be compelled to grant them their demands.

ment in the city and stated that he believed there was lots of work for the new body to do. Colonel R. I. Walsh also spoke at length on the purpose of the organization.

The opportunities for education were meager in the fifties and especially in the country district where the Hisgen family lived, so Thomas took his education as opportunity presented itself in the shape of the ordinary country school. A constantly increasing family with far from a corresponding increase in worldly goods necessitated Thomas and his brother early in life taking up a part of the burden of their father. Rut Thomas Hisgen was ambitious, and the lack of opportunity of securing an education proved an incentive for him to make the opportunity. Lord Bacon says that reading maketh a full man, so Thomas Hisgen became a reader of good books, which have given depth to his grasp of affairs and scope to his view of life.

came within an ace of losing his life last night while trying to get off a Hammond bound car at Forsyth and Chicago avenues. The cars was going along at a good clip when Bates started to get off the car and slipped. He fell on his head and face and riocheted along the pavement. The car was stopped and the crew went to his assistance. Bates was half unconscious, and presented a shocking spectacle. His face and head were covered with blood. He was taken to Dr. Brown who dressed his injuries. The Injured man was able to return to Ids home In Hammond later in the even
