Chandler There is evidently going to be a consistent and patient effort made to halt industrials declines and to upbuild financial confidence. There are many things that may disturb the effort, but as far as can be seen, it looks sale to take advantage of all setbacks to buy stocks. London The Bank of England today raised its discount rate 1 per cent to 7 per cent. Topics For the moment we look for a rattier quiet trading market and would advise buying only the best rails when weak for turns. Among the most favorable stocks to trade in this way would be the Hill and Harriman stocks. Beading and Atchison, though Smelter offers opportunity for some profitable turns on the long side. We would advise caution. The market is not going to run away. Wall Street Out of Its Own Trouble Will Now Aid the Farmer. PROMISE MADE TO J. J. HILL Funds to Begin Moving to the Northwest Eight Away. Will Not Ke a Flood, but All That Can Be Spared Will Be Started Latest Business Difficulties. Irovr York, Nov. 7. Now that the monetary strain has Ix-en lessened locally the New York banks have begun preparations to ship all arailable currency to the northwest to 3id the move ment of crops. While there is concerted action among the city's banking institutions to meet the demand for currency now being made by banks l:i the crop country the individual Lanka vill send all funds that can possibly be spared for the purposes. Estimates of the combined amounts that the New York banks will send to the northwest within the next six weeks vary. The Chase National bank and the First National bnnk have commenced to ship daily sums ranging from $25,(i00 to $,"0,000 to banks along the route of the Great Northern nd Northern Pac-iiie railroads. Hill Asks Cash Assistance. James .7. Hill held a conference here with officers of the Chase National Lank and other institufons, at which, it is said, he asked that the northwest be given nil possihleassistance to move the crops. Hill was informed that while the local banks could not supply the usual amount" of money for cropinoving purposes they were anxious to do nil the 3' could to expedite the shipment of cereals to the seaboard. wbenc they could be sent abroad, and thereby strengthen this country's position iu the foreign money markets. Declared to be per fectly solvent, but unable to renew mautring loans held by savings banks, the Arnold Print works at North Ad ams are in the nanus of a receiver. The concern employs 6.000 men. The sole cause of the receivership was t lie present financial stringency. The com panv has a large number of contracts in process of manufacture on which collections would be made in the ordinary course of business at the end of the next three or four months. Th corporation has liabilities of ?0.rX.V 000 and assets estimated at $15,000, 000. Buffalo, N. Y., Nov. 7. Judge Hazel has appointed as receivers of the New York State Steel company Spencer Kellogg. George Urban, Jr., and Adolnh Kebndow. A statement was given which says: "Owing to the severe stringency now existing in the business world it has been deemed best to conserve the Interests of all to have a temporary receiver appointed for New York State Steel company. While the company is perfectly solvent, yet such action has been taken, which !s but temporary." Portland. Ore., Nov. 7. The Title Guarantee and Trust company, of this city, has passed into the bauds of a receiver. The complainant says the liabilities of the concern are $2,040,000 and the assets S2.500.000. San Francisco. Nov. 7. Taking advantage of the bank holidays declared by Governor Gillette the Citizens' State bank, at 144.") Fillmore street, has stopped paying. The doors of the bank are not closed, but no money is received or paid out. Not being in the Clearing House the bank had to set!.? its balances In gold, and was being rapidly drained. so that it was deemed! best by the board of directors to avail; themselves of the holiday. Diplomats Disenss Tariff. Washington, Nov. 7. Secretary Root discussed the question of the adjustment of tariff cases between the United States and France with Ambassador Jusserand and Secretary Cortelyou. The French ambassador was a proposition to submit to this government but before it is revealed there will be exchanges betwen the two governments. Twenty Years for Blinding a Woman. St. Louis.
