Vicksburg, Miss.. Oct. 22. President Roosevelt promised immediate aid for the deep water way In a speech

here yesterday. Departing from his custom of never revealing In advance anything he is to say In his message

to congress, he declared that In his

next message he would advocate ac

tion by the present congress on the water way question. The president also said he woud in favor of an at

tendant system of levees which would make lowlands of the Mississippi

valley safer from overflow.

Mr. Roosevelt, arriving at Delta, just

across the river, was met by a com

mlttee of 100 and brought to this city. An immense crowd , filled the streets and gathered to hear his speech. Gen

era! Stephen D. Lee, commander of the United Confederate Veterans, presented him to several hundred Union and Confederate veterans who had assembled

to greet the president.

When the party, after driving through the national cemetery, arrived

at Court House Square, the place of

speechlng-making, President Roose

velt was introduced by Congressman

the big crowd accorded him a noisy demonstration that lasted several min

utes.

Immediately after closing his address President Roosevelt and party

were driven to their special train. At

5:80 the train pulled out for Memphis

where the cars will be transferred to

another road for the trip to Nashville

In his speech the president said:

president to travel over the country

not for what he can teach, but for what he can learn. I have twice been

down in this alluvial delta of the Mis
