Norfolk, Va,. April 27. After the successful grappling of many difliculties Incident to the inauguration of an enterprise of great proportions, final arrangements for the opening day of the Jamestown ter-centennial celebration on the shore of Hampton Roads have been completed. According to the program arranged, the day will be crowded with events from the time President Roosevelt arrives in Hampton Roads aboard the Mayflower at sunrise until the conclusion, the ball at the Education building at night, the last official event of the day. Tho principal buildings are ready, but many of the minor ones still are in an unfinished state. The last week an army of workmen has been busy clearing up tho grou .ds and making the government pier ready for the landing of President Roosevelt. Inspiring Scenes on Ocean. A more inspiring scene can hardly be imagined than that which greets the eye of the visitor to this hostorical celebration, commemorating the establishment of the first English speaking colony in America. to say nothing of the great fleet' of American war vessels under command of Rear Admiral Evans. Looking inland toward the maiji pictures of the exposition, the exhibition palaces, all of the colonial architecture, meet the eye, the beautiful dome of the auditorium rising above the others. Immediately behind the auditorium is Lee's parade, entirely surrounded by blossoming apple trees. Streets of the exposition are lined with shade trees and shrubs that are in bloom. When President Roosevelt arrives in Hampton Roads he will be greeted with a salute fired by the United States and foreign warships assembled there. The principal event of the day will be the review of these ships now at anchor off the exposition grounds. The - -r T lit! ' SX

Atlantic fleet forms a long crescent, with the foreign ships close by. Each of the visiting ships of the foreign navies is anchored opposite an American vessel, and, with the French and other war vessels which arrived last night, a most imposing scene will be witnessed today in the greatest naval pageant ever seen in this country. When the president arrives at tho exposition grounds, after having reviewed the ships, he will be met at tho government pier by officials of the exposition and a military escort, and will be saluted by a detachment of United States artillery. The exercises include, besides the address by President Roosevelt, singing by the exposition chorus and various other musical selections. The president will open the exposition by pressing the button, which also will be the signal for the unfurling of more than 1,000 American flags throughout the grounds. At 5:30 there will be a reception tendered the president in the rotunda of the auditorium by the directors and officers of the exposition. The night will come in a blaze of glory. Theroughout the day thousands of visitors have been arriving in Norfolk and surrounding cities. About 50,000 strangers are in Norfolk alone. The normal population of Norfolk is 70.000. Thousands are arriving today. Crowds will pour in tomorrow morning. A dozen new hotels have opened within the last few days. While almost all hostelries have been booked to capacity in advance, there are numerous boarding-houses which, it is believed, will be able to accommodate visitors who have not engaged rooms.
