bor of Manila is told in a letter Just
received at the insular bureau from
the Philippines. It is to the effect that as one of the boats belonging to the
little gunboat Elcano was being rowed out to the ship Feb. 9 the plug
in the bottom of the boat came ouc and to prevent it from being swamped J. J. Dunlap, a sailor, thrust his finger into the hole. The finger was bitten off immediately as if it were amputated by a surgeon, though the amputation in this case was by a shark. As the lost fin

man suffrage bill. Pardons were voted, out of the twenty-three asked for, for Betsy Smith, serving a life sentence for the murder of her husband; George Weems, sentenced for life for murder, and Jasper Mason, who killed a man during a political quarrel, It is believed a pardon
