The announcement that Ralph Rose had signed to fight Bob Ward before Morris Levy's Sun Francisco Sunset club at a boxing show in the near future has stirred up a lot of local comment on the possibilities of this big fellow as a candidate for premier fistic honors. It also revived the old story circulated three years ago that Rose, then at Michigan, had announced his intention of challenging Jim Jeffries for the championship. The story at that time, when the newspapers were full of the achievements of both men, Ralph being in the heydey of his glory as a college athlete and Jeffries in his greatest championship form, created a lot of excite

The little affair is still the talk of the Midway campus. At the time he was taking lessons in boxing and it is said he has never quit. If such is the case he ought to be pretty handy with Ills mitts by this time. Says He Known Game. Along the coast where he will start

his career they say he has the game well mastered and is finding plenty of backers. His first light promises to be an interesting one, although Bob Ward is not classed very hitch in the

fighting game. If he can hand a wallops to Rose it will show the fellow's gaineness.

Coach Francis M. Cayou of the Wabash college track team is putting his proteges through a stiff practice this week for their meet with Indiana University at Bloomington Saturday. The men for the relay team have not yet been decided but the following youngsters will be selected: Blair, Sohl,

Hargrave, Hessler and Belman, all of whom are able to cover the quarter in

good time.

Coach Cayou is not only anxious to

win this event because it count five points for the winner, but because it

is considered the best event on the

The bout was a great Jolt to the boxing fans all over the country, as it was supposed that It would go down in the history of the ring as one of the most gruelling contests on record. Never at any stage of the running did Lewis show that he classed with the

to it trom the outset of the struggle. Tho right showed decisively that Lewis has teen over-rated as a tighter. Lewis showed that he had both class and punch in the third round, but his

punch never seemed to worry Mellody, who would only smile when "he landed one. The end came in the fourth round when Mellody put a right and left to the jaw, putting Lewis down. His seconds then threw in the sponge.

CHANGE TRAINING PLANS.

A change in the cub's training plans

was announced yesterday by President Murphy. The team will not leave on the spring trip March 2, but will wait

until Monday, March, 4, before depart

ing for West Baden, Ind., the first stop

on the program.

The switch was made on account of

the late date for holding the schedule meeting in New York Feb. 23. The

cub president fears he may be detained

a few days in the east, and wants to

get back here and have a talk with each one of his players before they

start on their trip.

The change In plans will not cause

but will merely shorten the stay at

West Baden by forty-eight hours. 1 he

President Comiskey of the worlds champions also announced a little change in the plans of tho white sox. A game has been scheduled with Galveston for March 21. That will be two days after the engagement at Monterey. Manager Jones and a section of the squad will be playing in New Orleans on the 21st, and the team that fills the Galveston date will be the bunch that plays in Monterey, Mexico, March 19. The announcement of a date at Houston, n Texas, may also be expected.

ATTEIL TO MEET SULLIVAN. St. Louis, Mo., Feb. 11. "Mickey" Riley, manager of the Casino A. C. of Tonopah, Nov., has offered a $10,000 purse for the Abe Attell-Sullivan fight for the featherweight championship. Sullivan's manager. Jack Sullivan, received a letter from Riley this afternoon in which he stated he would only be too glad to offer a $10,000 purse for the bout and practically stated that the men could fight whenever they wish. Sullivan and Atteil have already agreed on the weight for their match, 126 pounds ringside. Atteil first wanted 122 pounds ringside, but agreed to the heavier weight when Sullivan found he could not make the weight without weakening himself. Jack Sullivan wired his acceptance of the offer to Riley at once and also communicated with Atteil. Sullivan will start training tomorrow. He will insist that the fight be to a finish.

The special committee with the exception of Andrew AYiekey, who represented the first ward, was unamimously in favor of the compromise which had been effected and all of Its members seem to think that the city has secured a fair deal from the bondholders. The citizens in general are satisfied and especially phased with that feature of the contract which requires that the ordinance shall be published for thirty da vs. after which a referendum

vote must be taken before the council will be permited to go ahead and grant the franchise. Citizens Act With Eyes Open. Every citizen will have the opportunity to read the franchise over and will then have the privilege of voting for or against the measure before the council will attempt to pass it. These safe-guards make it impossible for the measure to go through except with the open-eyed approval of the people who, alone will be to blame if the measure falls short of what is expected. There seems to be a general feeling

of relief at the prospect that the matter will be settled and the citizens, realizing as they do that the city is in no condition to finance a muncipally owned water and light plant, think that this is the best solution of

the problem. The net returns to the city for its equity in the plant will be about $116,000, of which $20,000 is cash, $10,000 is cash allowance for interest upon the city's equity, $18,000 in the bondholders' assumption of the water aid bonds, $8,500 for the electric station, which is to be converted Into a fire station, and rebates upon hydrant and arc rentals amounting to $97,500. AVill i'se Cash for City Hall. Of the $30,000 cash that is to be received the entire amount will probably be used by the city for the purpose of building a new city hall and the $97,500 in rebates are to be deducted from the amount the city is to pay for arc lights and hydrant water, and will be extended over a period of twenty years, or, the life of the proposed franchise.

Some time ago, Mr. Guy, of the firm

of Jones, Caeser, Wilmont, Dickenson

company, audited the books of the city

and reported that the city's honest equity in the plant was about $115,000,

and under the agreement that has just

been made the city Is to realize $116,-

00.

Of course, it must be remembered

that the company is getting a new

franchise in addition to the city's

quity in the plant for the $116,000

but is the $116,000 merely purchased

the city's equity in the plant it is

question whether the franchise could be sold for a consideration. Municipalities haven't a habit of selling fran

chises that way even though the privi

leges Involved may be of great value

Not Available At Once.

Another thing that should be remem

bered is the fact that the payment of

the bulk of the $116,000, which the city

is to receive in return for its equity

in the plant is In the form of rebates

and is to be extended over a period of

twenty years instead of being available

at once.

But the city receives free water for

all public purposes and electric lights

for all public buildings, and consider

ing the fact that the city is unable to

finance a new plant of its own it is the

consensus of opinion in East Chlca

and Indiana itarnor that the compro

mise was at least fair to the city

Washington, Fob. 12. As a of an hour's conference at the

House at which President Roosevelt, Secretary Root; Mayor Sohmitz, of Sen Francisco, and the members of tho school board of that city, participated, Mayor Schmltz made a statement summuming the situation. When asked

tlie direct question whether the proposition submitted by the San Francisco delegation called for the exclusion of Japanese coolie labor from this country Mayor Schmitz replied: Not JEn gaged in Treaty-Making. "We .'ire not making a treaty, and hae not discussed with the president the question of excluding the Japanese from this country by treaty. On Saturday we heard the president's views, and today we presented our side of the questions st isue. It now remains for us to modify our views in order to reach an agreement with the president, or for Mr. Roosevelt to modify his views to reach tin agreement with us. Today's conference Mdjourned subject to the call of the president, and I do not believe that we will be called to the White House again until Thursday or Friday." Cabinet to Consider the Matter. It has been agreed that the whole

matter will be considered at the cabinet meeting today. Mayor Schmitz declined to say whether the question of excluding the Japanese coolies by

eoncressional legislation formed a part of their proposition, which was submitted to the president in writing. Mayor Schmitz and other members of the San Francisco delegation have re

ceived hundreds of telegrams urging

thorn to advocate a treaty excluding the Japanese laborers and legislation by congress to carry the provisions cf

this treaty into effect.

President's Appeal to Schtnitz. It can be authoritatively stated that

the president has appealed to Mayor Schmitz and his associates to bring tho

anti-Japanese agitation to an end by

rescinding the school board's order for the establishment of Oriental schools.

Under the California law tho question

of separate schools is left to the dis

cretion of the school authorities, and

before the earthquake disaster the Jap

anese were admitted to the -white schools. Mayor Schmitz declares that the only reason for establishing the separate institutions was because the

Japanese were crowding the white

children out of the schools In certain

districts of the city.

When asked ns to the general tone of the telegrams Teccived from San Francisco Mayor Schmitz said: "The people of California don't give a rap about the school question, but they are opposed to the admission of Japanese coolies into this country." Members of the California delegation in congress expressed ignorance of the nature of the basis of settlement proposed to the president. The widespread newspaper

comment was deprecated at the conference, and the participants pledged themselves anew to refrain from making statements until some conclusion has been reached. "The people of California are unduly excited over misleading reports from tiie east," said Representatives Hayes. "They seem to believe that we are going to give everything away, when as a matter of fact we will get what we are contending for. Had the school authorities of San Francisco beJieved that they would insult a foreign nation by closing the schools to certain foreigners of course they would not have done what they did. The very best that can be done will be done, I feel sure, and there is no reason for our people anticipating that we are g"o5ng to betray their interests."

age of 21 years and a person not in the habit of becoming intoxicated, will apply to the board of county commissioners atits regular session, which is to be held in Crown Point on the 4th day of March, 190V, Tor a license to sell spiritous, vinous or malt liquors in less quantities than a quart at a time with the privilege of allowing the same to be drunk on the premises where sold. The place where said liquors are to be sold and drunk is as follows: Situate in the ground floor of a frame building 3S feet deep on lot 13, block 1, to Hammond, Indiana, and known as No. 5S Plummer avenue. British Convict Regiments. At the beginning of the eighteenth century the British army had a bad reputation at home and it was very difficult to get recruits for it. For this reason it was officially proposed to find the men by an impressment falling on "any sturdy beggar, fortune teller or the like idle, unknown, suspected fellow in the parish; or if there be none such, then anyone that has already been in a gaol or before a justice of the peace for his idle, disorderly life." The advice was acted upon. Debtors were released from prison on promising to join the army or the navy, criminals were pordoned on the same terms, and persons with no visible means of subsistence were marched off to death and glory. The system worked out better than might have been expected. In the peninsular war, for instance, three new regiments were composed entirely of convicts, and one made for itself an illustrious name.
