Californians take no offense at this interpretation of the message and agree that the chief executive should do everything in his power to protect Japanese as well as all other foreigners agalnut violence. "This whole San Francisco affair is proving to be a tempest in a teapot," Representative Julius Kahn said. "It will die out rapidly as soon as there is general understanding to why California takes the position it does. The courts, and not the public, must settle nil the legal questions Involved." Secretary Taft Reports Thereon Foraker's Resolution in the Senate. Washington, Dec. 0. In his annual report Secretar Taft devotes considerable space to a defense and explanation of the course of the war department in connection with the discharge without honor from the milltar service of the battalion of the Twenty-fifth infantry, which was sta
tioned at Brownsville, Tex., last summer. The secretary details the events of the night of Aug. 13, involving the
"shooting' up" of the town of Brownsville by members of this battalion. lie is very severe in his condemnation of the non-commissioned officers of the battalion for failing to discover and report the perpetrators of the outrage, and of the enlis-ted men of the battalion who, by maintaining silence, when, as he says, they must have known the guilty parties, connived at the crime. He insists that no obligation of comradeship should prevent the men from telling the truth, but Indicates that such of the men as ara guiltless may be re-enlisted. The extract follows: The resolutions relative to the discharge of the negro battalions of the Twenty-fifth infantry were called up in the senate by Foraker, who proposed the adoption of his resolution as a substitute for that of Penrose. Warren of Wyoming offered a substitute for both., which was addressed to the president. To this suggestion Foraker was opposed. He did not want to disturb the president about the matter. When asked by the Associated Press for an expression apropos of the discussion of his possible candidancy next year for the governorship of Kentucky Justice Harlan, of the supreme court of the United States, promptly answered that he had "no such thought, nor any purpose to in any form engage in political contests at any time or in anyway."

Kentucky Hunts Outlaws. Hopkinsville, Ky., Dec. G. State Fire Marshal Mott Ayres has concluded his investigation of the Princeton outrages by night riders who last Friday night set fire to two large tobacco plants, destroying also several dwellings. He thinks he will get the guilty parties. Michigan Central Increases Wages. Ietroit, Mich., Dec. G. It is announced that several thousand employes of the Michigan Central railroad have been granted an increase In wages, ranging from 1 cent to 4 cents per hour dating from Nov. 1.
Tame Deaver In Canada. In Manitoba the beaver is protected by law from either being shot or trapped, and the protection results in Increase. Colonies of the animals can now be found both on the Ochre and Turtle rivers, to the east of Dauphin. One colony has started building a dam on tho Ochre river at the railway bridge near the village. So tame have the animals become that it is a common thing for the residents to visit the locality in the evening and watch the industrious animals at work. In one or two cases the work of the beaver in damming the Turtle river has proved a loss to farmers in the vicinity by their land being flooded and the water overflowing it. The matter was laid before the government in Winnipeg by parties interested, and permission obtained to open the dams, but not to molest the animals. As the beaver increases rapidy, the government is likely to have another problem on its hands to solve before a great while.
