Bristol, ya., Aug. IS. Plrty men are entombed alive in the Clinch mountain tunnel at .C'linehport, Ya., as a result of a cave-in which occurred in the tunnel. It is not known whether the men are dead or alive, but thu work of rescue is being rushed as fast as possible. Air is being pumped into the tunnel by several pumps for a distance of TOO feet, and u largo force of men is working in an effort to rescue? the unfortunates before 'they perish if they are not already dead. The cave-in occurred unexpectedly and it is not known who is responsible. j

No Bodies Yet Recovered. No bodies have ns yet been recov

ered. The tunnel is being driven through Clinch mountain, and is to bo one mile in length. It has already been extended about 'TOO feet, and the

men are a considerable distance hi the

hole. The contract for the tunnel was let some mouths ago by the South und

Western railroad at $11,200,000, and is

to be one of the longest and most ox-

pensive tunnels in the south. Clinch-

port is a small place in Scott county

between here and Big Stone Cap, on

the line of the Virginia and Southwestern. It is forty-three miles from

Bristol.

mittee cn the Drago doctrine decided to report in favor of a recommendation that individual governments participating in the conference consider the advisability of presenting the doctrine to The Hague tribunal for deliberaion, not only with regard to the forcible collection of public debts, but of all pecuniary claims. Argentina was routed on all points in the discussion. The committee cn patents, trademarks and copyright concluded its work with the adoption of a resolution recommending the formation of an American union of patents, trademarks and copyright, with registration oCices at Havana and Rio do Janeiro.

Inevitable Happens Again.

Washington, Aug. IS. Acting Attorney (Jeneral Charles II. Itobb has rendered an opinion to the effect that Mexican laborers cauld not be imported into Texas under contract fur work on railroads in that state and other public construction work, and that the men heretofore so admitted must be returned to Mexico. The ojuestion turned on whether the labor was skilled or unskilled and it was decided unskilled.

Chinese Bandits liaising Cain. Harbin, Manchuria, Aug. IS. The Chinese bandits are becoming remarkably insolent and daring. A band attacked in overwhelming force a junk loaded with Russian government stores coming from Rodun under guard of twelve soldiers. The latter abandoned the junk and fought their way to Harbin, losing two men killed and nearly all of them were wounded. A strong detachment of troops is pursuing the bandits.
