Says trie Chairman "Emphatically'

Told II im He Would Employ No Chinese. Washlnfrton, Anjr. 14. Fresident

Gompers in an authorized statement takes issue with Chairman Phon4s, cf

the isthmian canal commission. on some

of the latter's statements as to the employment of coolie labor in the construction of the Fanama canal. Gompers characterizes as an absurity the

contention of Chairman Shonts that the law with respect to the exclusion of Chinese is only applicable to terri

tory at that time subject to the authority of the United States, and that the canal zone was acquired subsequent to

that date.

There is no such provision, says Gompers. in the law referred to. and

he cites the various provisions of law in this connection. Gompers. declares that neither he nor James O'Connell, president of the International Association of Machinists, who visited Shouts, were able to persuade him from his position on the eijrht hour question, and they devoted little attention to the subject of ninese coolies because, he says, Shouts emphatically declared it was not his intention to employ them.

, LATE SUMMER. BARGAINS. Olive Harper Tell of the Fascinat

ing Leftover In the Shops. j Just at the present time y:e,-shops! have little that is new to show. The ; fall novelties are, in a state of em-; bryo, while the summer pirmeu;s are reduced to bargain lots. Speaking of those lots, if one could manage it this is the time to purchase dresses and waists that sold at the beginning of ; tho season for from five to tea time ! what is asked iw. All kinds of short ; lengths of standard goods are offered at really remarkable reductions when one remembers what was asked fur, them in the sprimi. But I started out to mention saie of the few remaining garments that are offered. Some of these are the dainty negligees and fancy gowns which come under the head of tea govns. Many of these are exceptionally pretty and light nd make almost any woman look attractive. Beginning with the wrapper proper, one tiuds the modified Japanese kimono in evidence, only differing from the original in the width around the bot

tom. The garment worn by the Japanese is not over a yard and a half about the feet, while American women must have it certainly three yards around. In fact, there is a yoke in the nioditled garment which allows the extra fullness to be applied, and th sleeves are made to reach not nearly to the wrists and are very wide. The distinctive feature is the band of flat

trimming extending in an unbroken line from the back of the neck down both sides of the front, which is always left open. The neck is therefore left free, and there is something about the whole that is simple and decidedly charming, made, as it generally is, oi some flowered pattern of lawn or silk. Another very fetching dress for early morning or late in the evening or even in the afternoon in one's own room is a sheer white dotted or plain swiss with one deep Spanish flounce with two insets of swiss embroidery. There Is a short, square yoke, cut Dutch style nt the throat, and this has two rows of the same embroidery on the yoke. Th sleeves are elbow bishop shape, with band of the embroidery. At the throat and edge of the yoke are bunches of loops of pale blue baby ribbon. The whole is very pretty and suitable for the warm days of late summer.

While speaking of kimonos I should have mentioned the kimono jacket, which is as often seen as the longer

garment and is quite as pretty. These

chic garments are of all kinds of taiQ materials, always with the border et

with the latter lojk a new type of biography came into bviag. Johnson, in the main, had, like t;;o- t of his predecessor-, followed a simple narrative and expository mcth d, prefixing a plain story of the poet's life to n systematic account of his character and a critical estimate of his works. lie gathered his facts and impressions together and spoke for the nuthor and for himself. Roswell, on the other hand, making use of a more dramatic method, succeeded in his attempt to let tho anther reveal himself, and, instead of an exposition of character, painted a picture of personality to which his owa comments were stibordiuate. rally ribbon has its place on the gowns. One of the prettiest of the negligee or tea gowns is made of the palest green scarcely more tna-n white, yet with a suspicion or green in its folds, this being trimmed with a heading and two rows of handsome lace insertion, white, of course. The general adoption of thin gown3 makes it necessary to have the corset waists to match the gown where issible, and they are very fine and handsome. Some are made by taking wide embroidery and turning the edge uppermost, cutting out arm sizes, and then all there is to do is to run a tape in the lower part to tie at the waist line and ribbons throutrh the holes for the upper part.
