Politically this move may prove very strong. The actual bestowal of land, even if in smaller quantities than expected, and the division of communistic holdings will, it is believed make the peasantry disinclined to vote

for candidates to the lowvr house who might propose a totally different solu

tion to the question. Figured as a Strong Point. But, above aL individual possession the government calculates will inculcate that very respect for property the lack of which under the system of communistic holdings has made many peasants such easy converts to the theory of the nationalization of land. Crux ot the Question. The crux of the question is its financial aspect. It ill be a Herculean operation to find the funds required to purchase the private holdings which the project of Minister of Agricultttie Stichinsky contemplated acquiring

through the land banks, even though the owners, under the spell of the agrarian disorders, are ready to sell at moderate prices. The character of these disorders has been shown again in a dispatch from Poltava d?scriting the destruction of an estate owned by Prince Kotchubey, whose breeding stud of 250 horses and more than WW sheep were locked in burning buildings and wantonly left to perish.

Chicago, Aug. 8. Paul O. Stensland,

the millionaire president of the Milwaukee Avenue State bank, is officially declared a fugitive from justice. With his personal description in the hands; of the police everywhere and his bank in the possession of a receiver hourly developments show a deplorable state of finances extending over a term of years. It has been discovered that even the safety deposit boxes of the institution had been rifled. It is the belief of the police that Stensland has fled into Canada. Cashier Ilering, sought also by the police, is thought to have reached the Dominion

by another route. Something Ift for Depositors. The day's developments were likewise productive of the first ray of hone for the depositors, who had be

lieved their savings of years swept away in the wreck. David It. Forgan. vice president of the First National bank, and one of those to whom the status of the defunct bank's affairs has been laid bare, declared that probably 70 cents on the dollar would be paid in the final adjustment. The affairs of the bank are said to be in an almost hopeless tangle, and new irregularities are being disclosed as the examiners go deeper into the books. He Looted Safety Deposit Boxes. President Stensland loaned money to himself, it is alleged, by the subterfuge of having employes sign the notes. Specific instances came to light of the looting of safety deposit boxes. One in particular to which the attention of the police was called, was that

of the state. The specific charge on

which. Theodore Stensland was arrest

ed was that of having accepted deposits at the bank when he knew the

institution to be insolvent. Later in

the day Jacob J. Kern, ex-state's attorney, signed bonds for $3,000 for the release of Theodore Stensland.

Parachute Fails to Work Properly and He Falls About l.OOO Feet and Is Fatally Wounded, rtica, N. Y., Aug. 8. William Johnson, a balloonist, made an ascension in connection with a street fair in Little Falls. Iri coming down with a parachute the apparatus failed to work and Johnson fell upon the rail

road tracks, receiving injuries which undoubtedly will cause his death. Johnson went up to a great height,

and it is estimated that he was 3,000

feet high when he left the balloon to make what is called a double para

chute descent.

The first parachute opened well and

Johnson descended about two-thirds of

the distance. Then he attempted to open the second parachute and descend the remainder of the distance with that, but it collapsed, and he shot downward very rapidly. The thousands who were watching him were horror-stricken. His spine was fractured at the base of the brain.

who is the oldest living ex-governor of that state, will be one of the Missouri delegates to welcome Bryan.. In a

letter to the reception committee vhe wrote: "I am out of polities, retired more

by age than inclination, yet I want to be in again to see Bryan nominated for and elected president I was not in full accord with his views on silver, but I believed thrti, as I believe now,

that he will make the best president ever in that chair."

Benjamin Harrison is situated, assisted by Indianapolis police officers, deputy sheriffs, and soldiers obtained from Camp Benjamin Harrison, raided the

illicit liquor places which have sprung up around the outskirts of the government reservation during the last weekA large amount of whisky and beer was confiscated and emptied out upon the ground. The officers engaged in the raid were not able to get all of those engaged in the illicit traffic, as some resistance was offered. Six men, however, were arrested and taken to the Marion county jail, locked up charged with illicit liquor selling and selling without a government license.
