Chicago, July 15. Two small boys who were glued for several minutes to the 600-volt third rail on Chicago’s “L” will live to tell about it, doctors said today. Six-year-old Eugene Mullen and his pal, Charles Benbow, eight, climbed a protecting fence and crossed the railroad tracks at a point where they are at ground level.
