New Ruling
Any purchaser of gasoline for farm use will, under a new rule effective March 15, be required to endorse with his name and address E and R ration coupons. The rule will apply whether the gas is picked up at a filling station or delivered by tank wagon to the farmer’s own storage tank. Under the rule tank wagon drivers will be prohibited from accepting unendorsed coupons. But it is not required that in all instances each single coupon be endorsed. The purchaser may endorse a strip or block of coupons if he gives them as a unit to his supplier. In such cases the purchaser may write his name and address across the whole strip or on one of the coupons. Indelible pencil or ink is not required. The endorsement may be made with an ordinary lead pencil. The rule has been established to help break up the “black markets” in gasoline. Illegal sale of gasoline by black marketers is threatening the supply farmers actually need for their farm work. When coupons are properly endorsed, it is easier to trace illegal transactions. The arrangement by which the endorsement of county committees of the Agricultural Adjustment Administration is required on applications for gasoline for farm use is also aimed at prevention of the illegal use of coupons.
