Public Standards. Graft is an ugly word an 1 an uglier thing. And we who have lived in an era of aircraft scandals and pork-barrel legislation are inclined to reel that it is es pecially chaiacteiistic of our day and generation. This is a mistake. Investigation and comparison give proof that during the last forty or fifty years there has been a grad ual and steady improvement in the public conscience. Men of better character have been elected to pub'ic office. Standards of public morality are higher in the different state legislatures. Though much is to be desired in city government, the old reckless neglect of public rights and disregard of commom hcuesty is gone, we trust for ever. Men who in other days robbed the public with impunity and laughed at the powerkssness of law, would in bur day face the strong probability ot bolts and bars and a disapproved pattern of stripes.
