Every lawyer is an officer of the court, sworm to aid justice Any lawyer may be ordered by the courc to taice the case of a defendant wha hasn't enough money to pay a fee. We believe that a judge in New York once assigned a lawyer of the first rank to try the case of a poor devil who couldn't hire him; but the custom didn't spread. Usually the job goes to some fledgling at the bar who is eager for experience often at the poor devil's other-than money expense. There are a few a very few lawyers who put their skill into social service without much regard to fees. Louis D. Brandeis is one. Frank P. Walsh of Kansas City is another. Their biggest work is donated. But they are much more popular among the laity than among their fellow professionals. Most lawyers are free grabbers They have to be- Their profession is overcrowded. They have to scratch gravel to make a living. Often we censure them unfairly. They can't afford the great majority of them to serve justice when the big rewards are for lawyers who can beat or cheat it. 'I believe in free iustice'
savs Judcre Runnenthal of Rus
sell, Kas. "I believe that lawyers should be. in practice as
well as in theorv. officers of the
court paid by the state, so that thev would in fact be as truly
officers of the court as the court itself is an officer of justice. I believe that under such a system we would be able to get rid of
the pettifc ggers and the shys
ters and the hangers-on, who now make the name lawyer a byword and a term of reproach."
That is not. a new idea It has often been suffgest 1 Once in
a ereat while it ha ben-.t tried in
a small way. A few cities have hired public defenders. Some communities have free legal aid.
Cleveland has a successful court in which justice of a pretty good quality is administered without the use of lawyers at all. But nowhere is there as broad an organization of free justice as there is everywhere free medical and surgical help for the sick
The nrofession of healing is far
in advance of the piofession of justice. There isä surplus of doctors, too; but it isn't rare for a big doctor to give much of his public without pay. Nor does it greatly interfere with his standing in his profession. "Free justice!'' Ought not justice to be free? Can it be iustice if up for sale? Can it be
justice if the poor, who need it most, practically can't get it?

Run by th Statt, Tht Ar a Boon to All Classes of People. The "mont-de-piete,: as the .French equivalent of the paitfnshop is called, is a state institution. ConBequently there is not that friendly communion between the lender and the client that one sees in London.
There is no "private office" where the person, temporarily emfcarrassed for money may' screen himself from inquisitive eyes. If you are in want of money and you have any portable property of the value of 3 francs or more you take it to the nearest branch office of i;he "mont-de-piete." The first thing that meets your gaze is a "guard municipal" patrolling up and down the pavement outside the entrance. With a feeling of wholesome respect for the majesty of th lane, you now enter a large room, ol which one side is occupied by benches (very hard and uncomfortable ones) and the other by half a dozen employees behind a counter. Having handed your property to a clerk whose desk bears the inscription, "Keccptica of Articles," jrou veivp a numbered metal check m exi'hi.nge and then join the ranks of the expectant borrowers on the benches. jju r There are all sorts and conditions of men and women, from the work
