Distinauished Children Play in Capital Parks
WVSHINGTON. Washington is full of parks and the parks are full of a perfectly democratic bunch of youngsters, but nevertheless probably the most distinguished aggregation of littie folks to be found in the world, certainly the most distinguished to be fonnd in the parks of any American city. v Among the children In whom everybody is interested are the two littlo granddaughters of William Jennings Bryan. Young William Jennings, junior, is in Washington attending the law course of Georgetown university and living with his young wife and his two baby girls, Mary S. and Holen V. Bryan, out on Biltmoro street. Another very, very distinguished little lady In the matter of ancestors, past und present, is chubby littlo Ifldlth Grant, child of Lieutenant and

Mrs. ü. S. Grant II. She is the great granddaughter of President Grant, the granddaughter of Gen. Fred Dent Grant and Senator Elihu Root, Mrs. Grant being the daughter of the New York senator. No little girl in Washington attracts quite so much attention as does little Millicent Change, granddaughter of the. Chinese minister and the only female member of the minister's family who $ears American dress. But when little Miss Millicent goes for her daily walk in the park there is no smarter frocked little lady, and with her round, rosy face and her intensely dark eyes she is a mighty attractive youngster. Washington doesn't see much of the McLean baby, for his parents are in deathly fear of his being kidnaped, letters threatening such a thing having been received by them two years ago in Newport. For some time thereafter tho little heir to all John Walsh's millions went out with a nursemaid and a guard, his baby carriage of stout steel and the dear littlo fellow locked Inside of what literally was a cage. Ho Is not among the children who run unhamperod and only nominally watched by tho gossiping nursemaids who speak overy known language under tho sun.

Neckbands of velvet ribbon on
which are sewed rhinestones, crystal
or jet beads are easily made and very effective.
The popular width for neck velvets this season is an inch or a trifle more and where the rhinestones are sewed on to simulate slides the inner side of the velvet ribbou is stiffened slightly with a piece of satin covered collar bone. In making such a neckband measure off an inch and a half on each side of the front and at this point sew a. closely set row of tiny brilliants, which cost as little as ten cents a doz

This leaves a center space of three Inches for special decoration. A good way lu to festoon, from one upright to tho other, three or four strings Df small beads, lotting tho lower string droop below tho lino of tho velvet band. Another easy decoration Is to ubö a single string of beads for the tho fostoon and in tho middle attach a small pendant. A single pear shaped mock pearl I good for this purpose und so are many of the inexpensive pendants of mock jewol j. Hand made pendants are easily faHhioned by covering with black velvet two oirolos of cardboard of about tho thickness of a visiting card.
