Plans for Fortifications at Panama
WASHINGTON. Work on tho final detailed plans for tho fortlflcatlon of tho Panama canal, for which an appropriation of J3.OOO.000 was , made by congress and which had boon the Bubject of wide discission, national and international, over slnco the digging of the big ditch was undertaken by the United States government, has been begun here by Drlg. Gen, W. H. ttlxby, chief of engineers, and Brig. Gen. Arthur Murray, chief of the coast artillery. Ofllclals of tho war depart mcnt havo already completed general plans for the fortifications, but maps will havo to bo prepared Betting forth thp details for tho construction work before the ground can be broken, and it Is this task which Generals Blxby and Murray aro now undertaking. Active work on the building of the fortifications will begin about July. It is expected by tho officials In charge t!,at tho fortifying of tho waterway
will be completed by January, 191G the date set for the completion of the canal itself. Brigadier General Crozler, chief of ordnance, has already drawn up plans for the manufacture of tho $1,000,000 worth of guns and mortars required. These will be made at tho government shops at Wntervllet, N. Y. The entire armnmont will bo used in fortifying the two ends of tho canal, no provision 'having been made by congress for tho defense of tho locks and dams. Two sets of fortifications will be placed at tho Colon end of the canal and ono Bet at tho Panama end. Four 14-lnch rifles, eight 12-inch mortars and six six-Inch guns will be placed at the Panama sido and the remainder which the balance of the appropriation will provide at the Colon end. Comparatively strong: natural positions exist at both the Atlantic and Pacific endB of tho waterway for defense against a land enemy. Llmon bny, the Colon entrance to tho canal, will bo strongly fortified and fortifications will bo set up on Perico Inland and at other points. Plans for tho protection of tho docks at Pedro Miguel, Mia Flores and Gatun are now being drawn up.
