Conaressman W, B. Cox Voted

For a Tariff on Hides.

TFIK CONGRESSIONAL RACE AND TARIFF ON HIDES. George II. Voigt, if tlected to Congress, will vote for free hides.

Congressman W. E. Cox voted for a tariff on bides. The following articles by William J. Bryan and W. L. Douglas, the shoe.nianu facturer, are of interest to every voter. Editorial of William J. Bryan, in the '"Commoner'' of Juu 18, 1909.

On another page will be found a Btntement by ex-Governor William L. Douglas, one of the leading shoe manufacturers of the country. Those who voted tor a tariff on hides must be prepared to meet the arguments presented by Mr. Douglas. The tariff on hides not onlv taies a raw ma

terial used in one of the most important industries of the country, but it helps to strengthen the hold of the leather trust on that industry. Whatever one mav think

of free raw material, as an abstract proposition, he must be verv much wedded to his theorv

to insist upon applying it in a case where the trust is taking advantage of it and using it not ;nly to levy a tribute upon the whole American people, but to handicap our shoe manufacturers in their effort to build up an exjwrt trade. Those Democrats who voted for a tariff on hides on the theory that it distributes protection ought.to remeinbertbat a majority of their ronptituents get no benefit whatever fiom a tariff on hides, but bae to pay an increased tax on shoes because of the tariff en hides, while anydirect benefit received by the minority of their constituents through a tariff on hides is overcome by the burdens that aro placed upon their constituents because of the protective tariff.

be reasonable. Thpre is, however,

no certainty of fair aid reasonnhle nriees for leather unless both

hides and leather are put on the

free list. The beef nackers'

j monopoly has already gone so far

that it is only a question 01 u very short time when free hides, without free leather, would be of little or no avail to shoe manufacturers and other users of leath

er.

i, Extracts from the Article of W. L. Douglas.) The boot and shoe manufacliters of this country are facing i trisia even greater than many of them realize. Under present conditions, that is, with present duties on hides and leather, it does not take a prophet to foretell in a general -way what will happen. The logic of tariff events has already proceeded far enough to indicate clearly the goal toward which we are rapidly traveling. This is no less than a gigantic trust controlling the beef packing, leather tanning and shoe manufacturing industries of this country. This trust will, of course, he built around the present beet trust. v

Such a trust is inoritnhlo' nrn.

beef trust, as the original owner rf ur.i ....

nie leather tanning and shoe man Mfacnring industries. Under the inononoliKtiV tnrt

j. wuway. it now controls directly about f5 per cent of the

-niues or mi country. Indirectly it is reasonably certain that ft controls a large Dart of th ar

per cent of hides which it dor pot take off of cattle. To mako its monopoly of the raw material of leather utill more complete, it lias recently gone into the hide hltfinrt Vi n 7 . mi

...6 uuamra. xnus, the independent tanner ig left with only very restricted Bupplv of raw riBterial. If ae could buy foreign lifcs without the payment of the l per cent duty, he would have packer tanners and the ngfce of leather would be more l5y to

By ownership and control, throuch community of interest,

and by tanning contracts, the beef packers' trust has already become

50 dominant m tue sole leather tanning business that it ia difficult

to locate independent tanneries.

More than thirtv tanneries are

now said to be under Armour, Swift, -Morris control. To a less

extent, the beef packers' trust is

also connected with the tanumg

of upper leather,

Under these conditions we see

that the fight for free hides is a fight for existence on the part of

the independent taners. I predict that, if the duties on hides and leather are 'Continued ten years

loncer. not onlv will the mononolv

of the tanning industry by the

beef trust be complete but the boot and shoe industry will then

be a part of the tariff-fostered and tariff-nourished beef trust. Inde

pendent shoe manufacturers can not pay 20 per cent more for leather than will its trust competitors and live. The handicap is

too great. Then there will be a

monopoly in production of shoea

and, as soon as the independents are kilted, the 25 ner cent dutv on

shoes will become effective and the

prices of shoes in this country

will be advanced to 20 or 25 per

cent above foreign prices and, probably, above export prices.

ny Congress hesitates to cive

us free hides I can not under

tie raiser, but, if it did, there are

so few of them, comparatively,

mac iney should not be permitted to dictate the prices of hides,

leather and shoes to all of our

citizens.

The cattle raisers get nothing, or next to nothing, from the duties

on niues anu leather. They are.

however, by these duties, com

jielled to pay materially higher -prices for shoes, harness, saddles

nnd other leather coods.

In view of all the facts, there is no sound reason for retaining th6 duty on hides in order to protect cattle raisers or farmers. There is sound reason in favor of free hides in order to provide ns cheap

raw materials as nossib e to the

tanning nnd shoe manufacturing

industries, both of which are of great importance to all of our

people. If the dutv on hides is m

tained, it will be retainpd at the behest of the beef trust and for tin-

purpose of enabling it to hold and
