terial used in one of the most important industries of the country, but it helps to strengthen the hold of the leather trust on that industry. Whatever one mav think
of free raw material, as an abstract proposition, he must be verv much wedded to his theorv
to insist upon applying it in a case where the trust is taking advantage of it and using it not ;nly to levy a tribute upon the whole American people, but to handicap our shoe manufacturers in their effort to build up an exjwrt trade. Those Democrats who voted for a tariff on hides on the theory that it distributes protection ought.to remeinbertbat a majority of their ronptituents get no benefit whatever fiom a tariff on hides, but bae to pay an increased tax on shoes because of the tariff en hides, while anydirect benefit received by the minority of their constituents through a tariff on hides is overcome by the burdens that aro placed upon their constituents because of the protective tariff.

Under present conditions, that is, with present duties on hides and leather, it does not take a prophet to foretell in a general -way what will happen. The logic of tariff events has already proceeded far enough to indicate clearly the goal toward which we are rapidly traveling. This is no less than a gigantic trust controlling the beef packing, leather tanning and shoe manufacturing industries of this country. This trust will, of course, he built around the present beet trust. v

Under these conditions we see
that the fight for free hides is a fight for existence on the part of
the independent taners. I predict that, if the duties on hides and leather are 'Continued ten years

beef trust be complete but the boot and shoe industry will then
be a part of the tariff-fostered and tariff-nourished beef trust. Inde
pendent shoe manufacturers can not pay 20 per cent more for leather than will its trust competitors and live. The handicap is
too great. Then there will be a
monopoly in production of shoea
and, as soon as the independents are kilted, the 25 ner cent dutv on
shoes will become effective and the
prices of shoes in this country
will be advanced to 20 or 25 per
cent above foreign prices and, probably, above export prices.

The cattle raisers get nothing, or next to nothing, from the duties
on niues anu leather. They are.
however, by these duties, com

In view of all the facts, there is no sound reason for retaining th6 duty on hides in order to protect cattle raisers or farmers. There is sound reason in favor of free hides in order to provide ns cheap
raw materials as nossib e to the
tanning nnd shoe manufacturing
industries, both of which are of great importance to all of our
people. If the dutv on hides is m
