SLAVERY IN AMERICA.

There is evidence to show, however, that they desired the slave trade, the number of slaves that were brought in alarmed them. By a seiiesof acts, which had managed to get through, the cumulative duty in 1656 was thirty-live per cent. These acts were found "very burthensunie," int reductive of many frauds" and "verv Inconvenient" In 1772 the Virginia House of Buttresses petitioned the
king declaring that "the importation of slaves into the colonies from the coast of Africa hath long been consul-, red as a trade of great inhumanity, and under its present encouragement, we have too much reason to fear will endanger the very existence of your Majesty's governors and this colony, which inhibibit their assenting to such laws as might check so pernicious a commerce.' No an-, swer was returned to this petition. It was the idea of the colonists that the importation of Saves would gradually cease of itself. Most of the people of the colonies regarded it was an evil. Even in the Southern Colonies where slave labor was evidently profitable, it was believed by most ol them that the money gained was more than offset by the social and political evils that came to the community. Nearlj all the colonies attempted to restrict the trade. Smith Carolina, Maryland and Virginia each attempted to restrict it by laying prohibitive duties. South Carolina laid import duties from ten to one hundred pounds, and proposed to do

Rhode Island succeeded in securing a law forbiding the importation of negroes; but a permissive clause allowed

The Continental Congress, in session at Philadelphia, on October, 15, 1774, passed the following resolution: "We will neither import nor purchase any slave imported after the first day of December next; after which time we will wholly discontinue the slave trade, and will neither be concerned in it ourselves nor will we hire our vessels nor sell our commodities or manu fact uries to those who are concerned in it." Georgia objacted to this resolution but on a threat of boycott fell into line. The Continental Congress in April, 1776, resolved that no slate be imported into any of the thirteen colonies.
