Lincoln, Neb. William J. Bryan's reply to the speech of Secretary Taff at Columbus. O., Is given out. Sec retary Taft Is condemned as a "strsd dler" on nearly all the important lss.ies. and criticized for pot taking adami ground in reform. Mr. Bryan complun. also that his own position has been tn.f epreseuted by the secretary. Mr. Bryan says: Secretary Tail's speech will provo a disappointment to those who expected a clear bugle note in favor of reform. There is not a single question on which he takes a strong, advanced position. On the railroad question he is in favor of preventing watered Stock, opposes the consolidation of
j competing lines and the duplication of
directorate., ho tar so goon; nut ne does not advocate the ascertaining of the value of the roads or the reduction of rates. He even defends the pr sident from the charge of favoring the reductions made by the states. The railroads may object to his rhetorical denunciation of abuses, but they w ill hardly be scared by his remedies. Thunders at Unlawful Trusts. On the trust qu stion he thunders at tin i;t wf ul '.justs, but not only does not recommend new legislation, but takes the poattiaa that a monopoly may not be harmful. He seems to lean toward the Idea that it must be convi ted of some harmful act and this throws the burden uf proof upon the government. He lei OgnlaOg that 'restraint is more difficult.' when one corporation swallows up a lot of oth er corporations: that it involves enormous labor on the part of the governm' ut to prosecute such a combination because the proof of the gist of the offense lies underneath an almost limitless variety of transactions, and yet he is opposed to the license system which would enable the government to absolutely prevent a sOaBpoiy, In other words, he gives the benefit of the doubt to the corporation Instead of to the people. He thinks that putting one or two trust magnates in the penitentiary would L v he; thy effect, but he us"d so n oiy uali ving words that one is left in doubt as to what he really favors. "Afteg Milunitting an argument Ir. sajpporl of an inheritance tax and a graduated iucome tax, he concludes by saying that he Is not In favor of adopting cither of them now. At some future time he may adopt them If they are needed. Favors Government by Injunction. "He comes out Btrong in favor of government by injunction, but does not take any position on .arbitration and election of senators by the people. "He bUtM a rap at socialism, denounces the Initiative and referendum and presents an argument against government ownership of railroads. He Is stronger In stating what ha opposes than in stating what he faors and he unintentionally, id course misstates Mr. Bryan's posi tlon on several questions. "He makes out a strong case In fa vor of tariff reform, but when he gets to the remedy he goes no farther than th republican leaders have gone !n former campaigns. He wants enough tariff to cover the difference In etist of labor here and abroad the excuse fgiven for the present tariff and he wants the tariff reformed by Its friends. Tariff reform by the friends of the tariff Is a farce and a
fraud an 1 the secretary runs away from the conclusions which would j naturally be drawn from the statistics which be pigments. j "The conservatives may object to his speech because It admits many ' democratic contentions, but no real re
former will find encouragement in ll. It is a straddle of the tuest Important Issues a compromise instead of fight for reform."
