ORGANIZED LABOR IGNORED Republican Leaders Refuse tu Allow People's Representntlves H a u.r;
'1 i.a in itiorlal of the labor orgunt rations of the country tu Pi evident Roosevelt, Speaker Cannon und tlx presiding officer of the senate, foi remedial legislation and relief from conditions about which orgaulzed labor complains is one of the greatest political OVaata of this g -ueration. lo affacl it declares that, if no relief 1 granted, the Anitruau Federation of Labor will d'scard its non-political garb and will enter upon the non partisan plan of uniting the votes of all its niembi rs against those politicians of all parties who have refused or aeglOOtOfj to ot- for the legislation labor demands and who have voted for auch legislation as the repeal of the eight hour bill in PanamaIt will also mass all its voter, foi those candidates of either party whe have proved friendly. The plan to be followed is to ques tion thou' candidates whose position on labor legislation has not been disclosed and combine the labor vote on those who pledge themselves favorably. That will be a pretty tough proposition for many Republican can didates who rely upon the Manufacturers' association for campaign funds, for the written pledges of oandidctei will be published ami their usual plan of promising everything to everybody will hardly answer. There was a test vote taken In tb house of representatives on January N which will be found recorded on page 1592 of the congressional record of the present session of congress on the question of repealing the ap plication of the eight hour law ta alien labor employed on the Isthmian car.al The Republicans voted unani mously for the repeal, and the D. no crats solidly against the extension ol the hours of work. That vote Is on of the questions raised in the memo rial of the American Federation ol Lator. The Republican managers reported a special rule, to be adopted without debate, to force this repeal of th eight-hour law as an awrdment to the urgent deficiency bill, and the la. bcr side of this outrageous action wa r.ell stated by Mr. Underwood, of Ala lama, who said: You are depriving the great la
boring vote of the I'nited States ol the opportunity to come before the appropriate committee and give their evidence as to why this proposition should not lie adopted and why it it detrimental to the labor conditions ol this country. If they desire to do so, and I can say to you, I know they do desire to do so. You Ray that thii relates to alien labor. One might be led to believe that you did not know anything about the principles or which the contentions for the eight hour law are founded when you statt that proposition. Is not the alien la borer the competitor of American la lor as any other American laborer? II you want to kep up the standards ol American labor, must you not keep up the standard of his competitors'. If you pull down the standard of the competitor of American labor and open the field for his competitor, down must come the standard of American labor with It of necessity." And Mr. John Sharpe Williams, the Democratic leader, said: "I said some time age that the time would come when one more drop would overflow the drop of your Insolence and your triumph. This Is about the drop that will do if You
talk about being peculiarly the party representing American labor within the American union. I notice you always represent It In such a manner as that the American capitalist may collect the returns, and whenever there is a chance for you to stab American labor under the fifth rib you stsb If, and this is one of the chances you have had lately, and you are stabbing now." So here Is a concrete case where the Republican leaders refused to allow the representatives of organized labor to even be heard In their own behalf on one of the most Important questions that labor is interested In. To memorialize a Republican con gre8 or president Is only time thrown away by the labor people. For at least ten years organized labor has been begging the dominant party to pass an antl injunction bill and other legislation, but a deaf tar has been lurned to their request, although just before an election the house once or twice passed a bill, knowing it wonld be allowed to lapse In the senate. With this record of the Republican It Is no wonder that the labor leaders have at last decided upon more stren
uous action that will produce results
