Whenever man become n candidate for tpabj lie trust, and has already held an office, Iiis manner of conducting the same is open for inspection. By the (ilea and reports of Jacob Seng in the auditor's office taken from Commissioner's Record J, and K. ami report No 7 filed by Seng on April 10, lsss, wc find the following; Wih n J. J. Alios, trustee of Hall township in 1884 turned the ofltee over to Jacob Seng the tax levy was $1.34 on each $100, and when Seng left the office it was $1.73 i on each $100, and yet at that time in 188, the County Levy was 10 cents lower so Jacob Seng's tax levy for Hall township in 1888 was 49 cents higher than when he took the office. Jacob Seng took charge of the township with $886.96 on hand, and in 1888 he turned over the township with $518. 1 1 debts, and no money on hand, having lost $1405. 09 in four years, and yet the levy in Hall township was 40 cents higher in 1888 than it was in 1884. It has been higher ever since on account of the had management of the Trustee Jacob H. Seng. The Trustee of Hall township lias in charge al cut $2,000 per year; the Auditor has in charge $100,000 school fund er year. Now If Jacob H. Seng lost $1405.09 on $8,000 in four years, there is no telling how much he would lose on $100,000 in the same length of time; this is a problem you can figure out. Now remember if there is any money lost in the School Fund the tax-payers of the county must make it good, not the Auditor's Bondsmen, for in regard to School Fund the counties are merely tiustees, simply having the money to loan on which per cent, interest is paid semi-annually.
