Bloomingtoo College and an Appropriation. The COOKIBH acknowledges the receipt iron, the BloomiDttoo Uni versity of an interesting addres- delivered before the "National Educational A-.-ociation" iu liHX, by President Jos. Swam, on the State University , in which he delves into history and logic to show the advantages of such an institution to the body politic ot the State. The enclosure also includes "A Review "f the Legal HUtory of the Blootnington 1'uiversity," in its connection with the State by HOO. M. B. Forkner. of New Castle. The latter is a very able legal preeenta tion of the University's right to deinaml pecuniary aid of tlie State, derived by taxation ol the People thereof. The pre-ent Legislature will be called upon for the usual large appropriation , and t Iiis argument is to show the duty of he State to make it. To the uns - .phi-t icated taxpayer, wh l- compelled to give up Iiis hardly earned d"llar- to pamper an Institution to which he cannot afford to send hia children, :t aroold Nein that the annua appr - priation ought to decrease annually in proportion as the "endowment fund,'" whit h he also pays taxes to raise, is increased. he might hope, after a few years, to get rid of this call for hi- money but it is not done, although the endowment fund has now n ached large proportions. Probably people generally would not object so .-t renuously to being taxed tor the State University and the Normal College, if tuition of student- w;i- -trictly as the law of their establishment require, if "tuition was free, without charge, anil equally open to all.'' Kut it is a fact not controverted that each institution virtually costs a student as much as if he was attending any other University or college in the State which does not receive a single dollar of the public funds the matriculation fees, entrance fees, library fees, laboratory fees, amu-e-ment fees, etc., generally amount to as much as the entire sum charged in other colleges, thereby compelling the parent who sends his child there to pay a much as if he was paying no taxes f,,r the Institution. If the Legislature makes an approbation all these round about extra fees should be totally ftb dished and prohibited from being exacted by Trustees or Faculty. For Sweet Charity.
