Speech of

Fira Hardnse. M. A. ol Wayback College. Although in some respects tin- is one of l he heat collection of college Htoiies that has come out in recent year?, and although four professors are s;;id to have come forward, each claiming to br the K.ra Hardman referred to, there is much ahoiit the hook that is far from commendahle. The author, Miss Sarth I Rafeft, expects ustobelitve that it i a very common thing for a young man to graduate in one of the Western colleges, occupy t he chair of history in

ject to the laws of the Mate or territory into which they are transported and offered tor sale, and to change the tax on oleomargarine. " The bill proposes that the tax on oleomargarine, colored in imitation of butter, shall be ten cents par
pound. The same tax it also pro- understood,
videa shall be levied on buCerine, also an imitation of butter. It is also further provided that all such imitations of butter shall be plainly labeled and sold for what it is. A heavy penalty is provided for a violation of the law. The speech of Judge Zei.or in favor of the passage of this bill is a very able and exhaustive one. His argument had a marked intluence in carrying the bill through the House. He contended that this was the tirst measure introduced in Congress in the direct interest of the farmers and dairymen of the country in many years. He said truly and forcibly that the manner in which oleomargarine and butterine was now being sold for pure butter was a fraud upon all purchasers, and in the interest of impure and consequently unhealthy food. He maintained that the farmer and the dairvman was justly entitled to the protection against impure and fraudulent midline made products which the Grout Bill gave them, and he earnestly appealed to the House to give them this protection by passing the bill, and at the same time to protect the purchasers of butter lrom the frauds imposed upon them by the manufacturers of a so-called butter produced by a combination of tallow, lard and cotton seed oil. Judge Zenor showed that the contention of the enemies of the Grout Bill that it would destroy a very extensive industrial interest with large capital invented, was without foundation. He gave figures that proved that this claim was absurd. It is estimated, said Judge Zenor, that there are twenty-six plants in the United States engaged in the oleo margarine and butterine manufacture, with an aggregate capital of $650,000, while iu the State of Wisconsin alone there are 951 creameries and other establishments en gaged in the manufacture of pure country butter with an aggregate capital of $2, 007,700. There are thirty two states in the Union, with an aggregate population of over 00,000,000, that now have laws prohibiting the sale of oleomargarine colored in imitatio I of butter, while but thirteen states, three territories and the District of Columbia, with a population of 16, 000,000, have not yet passed such a law. There was not a point bearing upon the bill that was of inter est to the farmers and dairymen of the country, that was left untouched by Judge Zenor, and in his argument he made a demand specially in the interest of the farmers and dairymen of his own District and State.

STThe CotRiKK believes the Jasper town trustees wonld be doing a good thing for tax payers, and the town generally, by letting a contract, on sealed bids, to one of our local brick makers, for 25,000 or 30,000 vitrified brick, to be burned at a home yard, out of the white and red clays, mixed, and which abounds hereabouts. Try them on street crossings. They would surely last as well as plank or soft sand atone, if put down right, and if in use they proved as valuable as brick from the same clays sent away by Mr. John Gramelspacber, and burned as an experiment, were pronounced by experts, their use would likely result in a large permanent induftry here, and in ad dition enable the citizens to have aome of the important streets fully bricked. The latter is mentioned not to show the competency of Hardman, notwithstanding his failure, but to show what "poor sticks" the av erage we.- tern college is satisfied to have as president. Here is a sample of the language used by this western college president : "Hardman took down his rusty stove-pipe and gazed at it pathetic ally.
