PRESIDENT MCKINLEY S MESSAGE. Congress got together according to law on Monday, and the President sent in a long message tilling eleven pages of the "Congressional Record" The message is more remarkable for what it does no say than for what it says. Ha makes no recom mediations whatever as to our new
ly acquired islands, but promises to
say something about them after the
treaty of peace is agreod to.
He give an interesting resume of
the history of the war, I ut discloses
nothing that has not heretofore been
published in the newspapers gener dly. It is worth preserving however, as an official declaration of
the cause and conduct of the war,
the latter of which he highly praises
without saying anything about the
unnecessary suffering and deaths,
caused by incompetency of politi
cians appointed to responsible mill
tarv positions.
Referring to the work of the peace commissioners in Paris the presi.
uent says :

earliest moment consistent with safety and assured sucress. It is important that our relations with this people be of the most friendly character and our commercial relations close and reciprocal. It should be our duty to assist in every proper way to build up the waste places of the islands, enour age the industry of the people, and assist them to form a government which shall be free and independent, thus realizing the best aspirations of the Cuban people." He says it is imperative that the United Strtes must control the Nicaragua canal, to be built to counect the Atlantic and Pacific oceans. He also intimates that if this country is not accorded an "op-n door" and a free show tor the trade

He refers thankfully to our friendly relations with Great Britain, and hopes they will continue. Government oe Hawaii. The president reports that the Hawaii commission has fulfilled its mission and that its report will be laid before congress at an early day. Referring to the proposal from the Czar of Russia for a general reduction of the great military establishments, the president says: "His
majesty was at once informed of the cordial sympathy of this government with the principle involved in his exalted proposal, and of the readiness of the I'nited States to take part in the conference. He then asks Congress to increase our standing army to 100,000 men, and the navy to 20, (XX), and recommends that privateering, heretofore our safest naval defence, be abolished. He says he will hold the volunteers necessary in servite until! Congress agrees to his demand for a larger regular standing army, when it will 1kj sub-tituted for volunteers. On financial matters he recommends the gold standard, and shows that the Dingley tariff will produce a deficit next year of tll'i.OOO.OOr, and with the extraordinary receipts this year of $64,751,223 from the Pacific railroads, and a large sum from the war tax, there is yet an expenditure of $38,047,247 in excess of receipts, but he fails to recommend any way to meet the deficiency. On the whole the Message is a disappointing one to almost all of his party friends as he totally fails to point a way out of the wilderness. 1
