der to evade the law and its conse
quences, call the birds "short billed snipe.' Ti.ey smother their consciences and deliberately do that which they know is unlawful and wrong. N'o one attempts to stop them no one complains against them, and there is practically no provision made for the enforcement of the just and proper law. It is an outrage that the plain purpose of the statute is so shamefully ignored.
and it is a greater outrage that the legislature has left so good a law w ithout definite and distinct means of enforcement. At present it is
