aT.o wonder the National Banks of Louisville are in favor of the gold standard. The Louisville Times (Rep.) last Monday's report of the clearing house shows the stock of nine of them to average 51 per cent, premium, while holders
of tue (ierman Bank stock ask 21
for it. For the rich, who are out
of debt, and have no sympathy with
mechanics or the struggling common people, the gold standard is the thing.

There will be over 5000 different plants on exhibition at the Chrysanthemum and Flower show to be given by the PrSÜ Club at Kvansrills Nov. Sth to 12th, and evenone of these plants will be in full bloom. The hall will be specially lighted for the invasion, and in addition to the dower show there will he grand concerts every afternoon and evening, at which the best talent iu the United States will be heard. The band concert of the famouHowell band, numbering 42 men, will be worth going to hear alone. This hand is the MO of any hand in the country, and is anauging to give selections of classical music that will add to their already great reputation. Mrs. Genevieve Clark -Wilson, the soprano, is known oil over the world a h iving one of the ßoeat clearest soprano voices. She has been engaged for two concerts. Special excursion rates will be in effect from Jasper on the K. R. Proposed Educational Laws. Superintendent oi Public Instruction 1). M. Gotting is having a bill prepared for introduction in the coming legislature increasing the state school levy from 11 cents to 10 cents on each 8100. A hill with the .-ame provision was introduced in the last legislature and defeated. "The school system is a state institution anü therefore it should be sufficiently provided for by the state," says Mr. Getting. "The custom of local levies fur tuition purposes should be done away with entirely, and the state levy increased sufficiently to support all oi the schools on the same basis. There is no truer adage than that tie entire wealth of the state should be umA for ihe education of all of the
children of the state." State Snperiolenddnt (Jeeting is
the father of another hill relating to a proposed important reform in the
täte school system, this bill be
hopes also to see become a law by I virtue of action of the coining legis-
atnre. This hill will make a h sense to teach school obtained in
one county in the state good in every county, and will require that examination papers of applicants1
or license shall be graded hy a cen-1
tral state board appointed by the
-täte superintendent, who shall be
responsible for his selections, m-
tead of by the county superintend
ent. Ihe examination, according
to the plan to be proposed by Mr.
ieeting, would partake of all the es
sential characteristics of a civil ser
vice examination. The proposition to make a license obtained in one
county good in every other county
in the statn ih very generally and
enthusiastically contended tor by
chool teachers. Lv. Courier.

aSeThe new Republican Senator-
elect from Oiegon, Joseph Simon, is a Jew, and is a rabid advocate of the gold standard, and large expenditures by the general government. He is wealthy, and don't care for expenses so long as there is no income tax, which he views with hoiror. Certainly, from these indications, he is a pretty good Republican of the Hanna tripe. According to the report of the surgeon-general of the navy issued ()ctoler 10, the men-of-war of the I mted States were the healthiest places in all the world last summer, both alloat and ashore. In the entire navy of about 24,UK) men, there wan only eighty-four casualties, including accidents and everything, and of these only seventeen resulted in death, Chicago Record.
THAT INVESTIGATION. If any one has doubt of the char-
acter and intention oi tne resident's War Commission, suiely it
must be dispelled by the proceedings already reported. Generals
Dodge and Heaver and I Jr. Corner have clearly showed their animus and foreshadowed their report. Every question they have asked has contained a very clear and emphatic hint as to the answer they desired and expected. "Could all the medical men and all the medicines in the world, in your opinion," was asked (Jen. Wheeler, "have prevented the outbreak of sickness at
Santiago?"
Of course not ; but the alleged ob
ject of appointing the commission
was to ascertain whether t hat sickness was not increased and the suffering of the wounded greatly augmented by the most outr. geous neglect and incompetency. The same inquiry should le made in regard to the treatment of the
troop- in the various camps. The investigation thus far has not touched the main issue, and it is evident that the commissioners do not intend to touch it if it can be avoided.
Any report UM commission may make will not le worth what the Duke of Wellington called "a twopenny damn?" Louisville Times, (Republican.)
