Shall the Water Works Bonds of Jasper Be Paid? The above is a problem for the Trustees to solve. No tax has ever been levied, as the law provides, to meet either interest or principal of the debt. Sec. 3283, R. S. 1881, the statute under which the water works were constructed, enforces a levy of taxes to pay principal and interest as follows : "For the purpose of paying the principal and interest on the money borrowed for the erection and completion of anv
water works or for the extension ami
improvement of such works, a tax of Butiicient amount shall te assessed on ah the taxable property of the city or incorporated town, and collected, each and every year, in the usual manner of levying and collecting taxes in the city or town : Provided, always, The additional special tax hereby authorized shall not, in any year, exceed fifty cents on each one hundred dollars of taxable property and one dollar ou each poll." This section was amended in 1897 so that the levy should not exceed 40 cents on each 1100. The legislature of 1891 provided in regard to debts as follows : 8bc. 27. "No incorporated town under this act shall have power to borrow

less a majority of the resident owners of the taxable real estate of said town shall petition the Board of Trustees to contract such debt or loan. Such petition shall have attached thereto an affidavit verifying the genuineness of the signatures to the same. An 1 for anv debt created thereby the Tnistees shall add to the tax duplicate of each year sun ess ively a levy sufficient to pay the annual interest on such debt or loan, with an addition of not less than five cents on the hundred dollars, to create a sinking fund for the liquidation of the principal thereof." The contracts made by the lust year's trustees, restrict the oppor tunities of the present trustees effecting much public improvement-. The law also provides that not over 15 cents on each $100 shall be levied to pay for public lighting. The $575 allowed for the last six months exceeds that considerably. If in all particulars the Hoard would adhere to the law strictly it would be better for our citizens genetnlly.

A motion was filed by a majority of the resident property owners on said proposed street to reject Unreport, and dismiss the petition, because of incorrect descriptions of lot-, ami unfair appraisement, and variance between report and precept for appraisement. After fearing arguments on each side the board by a vote of Ph. Kastner, John M. Schmitt and A. Sprauer, being a majority of the trustees, rejected said motion, and accepted the report of the Commissioners as above, and appropriated the tracts doooribod for the street. C. Doane then tiled a written notice of appeal from the order of the trustees. It took two nights to get through with the business. The Treasurer reported only $628.11 of general fund in the Treasury, and by agreement with President Bietl the Electric Light Co. agreed to wait for the payment of $391.75 of its order, until more money comes in the treasury. The Hoard ordered that hereafter the township assessor should aeeen local corporations as individuals, by Scheduling their personal property, and then require the officers, to make a separate statement to auditor.
