eV According to Bradstreet's and Dun's commercial reports the "beautiful plumaged bird of Prosperity" shows about the same number number of failures each month under McKinley as occurred under the traitor Cleveland during the
years 1894 and '95, '96. Tis a
wonderful bird, but if this year's failures are any criterion its plumage baa been sadly smeared with de
pressing colors. There is no bright
silver or gold light upon its feathers, and cannot be till the painter treats them equally. Indiana Reformatory. The Courier is indebted to General 8upt. A. T. Hert, of the Indiana Reformatory, for a copy of the "Rules and Regulations," for 1897, of that experimental Institution. It is a book of 68 pages, including the Individual Record at the back of the book, and the rules seem to he fairly well devised to carry out
the purpose intended, but a little complex in eome particulars to be well comprehended by an ordinarily ignorant convict. The experiment of reforming this class of prisoners will be watched with a great deal of interest by all student of crimonolagy. In Pennsylvania it has not proven a success, although tried for many years, and in Massachusetts a large number of convicts turned out as reformed have turned in speedily at other prisons. How it will succeed in Indiana remains to be seen, but the Couhikk is fearful it will prove more expensive than profitable for the general good.
