bring a marked change in the school system of the state. The proposition is to centralize the system by putting the gran ing of licenses to teachers in the hands of the state superintendent of public instruction, relieving the county superintendents
of that duty. It is believed that such a change would result in raising the standard of teachers in 8.me counties, and would provide against the ignorance of some of the county superintendents. If the ftower to grant licenses is put in the hands of the state superintendent of public instruction, it will lie neces
sary for him to employ at least three assistants to examine the papers submitted. It is proposed to charge a fee of 50 or 7.r cents to every person who submits papers for examination, and to have but six examination? a year, which shall be con
ducted bv the county superintend
ents, who will afterward send them
to Indianapolis for examination.
